1. This ALCOAST applies to all active duty and reserve officers.
2. Effective immediately, and in alignment with upcoming revisions
to REFs (A) and (B), officers are not authorized to submit optional
Detachment/PCS of Reported On Officer (ROO) or Change of Reporting
Officer (RO) Officer Evaluation Reports (OERs). A Detachment/PCS OER
was considered optional if the period of report is less than 184 days
for officers on an annual schedule or 92 days for officers on a
semi-annual schedule.
3. To support REF (C), REF (D) eliminated the option to delay annual
and semi-annual OERs until departure/PCS to facilitate the
accelerated promotion of top performing officers.
4. An officer on an Annual OER schedule is required to submit a
Detachment/PCS of ROO or Change of RO OER if 184 or more days have
elapsed since the previous OER at the time of detachment/PCS. An
officer on a semi-annual OER schedule is required to submit a
Detachment/PCS of ROO or Change of RO OER if 92 or more days have
elapsed since the previous OER at the time of detachment/PCS.
5. Officers separating from the service are required to submit a
Detachment OER on their final day in service regardless of the
number of days in the reporting period.
