1. In accordance with REF (A), the Office of International Affairs
and Foreign Policy (DCO-I) announced an opportunity for Coast Guard
military or civilian employees to attend courses provided by the
Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI
APCSS), Fort DeRussy, HI. DKI APCSS is a Department of War (DoW)
institute that conducts courses addressing regional and global
security issues for military and civilian representatives of the
United States and Indo-Pacific nations.
2. The Coast Guard has received an additional quota for
Comprehensive Security Cooperation (CSC) session 26-03. CSC is a
5-week resident executive program that enhances the capability of
regional allies, partners, and others to further understand and
cooperatively address complex security challenges in the Indo-Pacific region while advancing freedom, openness, prosperity, good
governance, a rules-based order, and a free and open Indo-Pacific.
In addition to the core content, Fellows will choose one area of
concentration. Fellows apply what they learn by working on either
individual or group projects, which seek to find innovative
solutions to complex problems.
    a. Dates: 12Aug-16Sep26
    b. Eligibility: O-4 to O-7 and GS-13 to GS-15
    c. Location: DKI APCSS, Fort DeRussy, HI
    d. Deadline for nominations: 12Jun26
3. In FY26, DKI APCSS implemented a tuition fee of $785.00 for this
course. Tuition, travel and per diem are the responsibility of the
member's command. Further, members must be able to participate in
the entirety of the course to graduate. Unexcused absence from the
course will normally result in disenrollment.
4. To be considered for attendance, commands must submit a
nomination memo in standard CG memo format to
COMDT-SMB-CG-DCO-I-AdvEd@uscg.mil.
    a. Subject line for memo/email: COURSE TITLE, SESSION,
NOMINATION FOR (rate/rank/grade) X. X. XXXXXXXX
    b. Memo should address how the member's assigned position
involves operating or decision-making in international or
inter-governmental settings relevant to the Indo-Pacific, how long
the member is projected to remain in this position, and why they
would benefit from attending this course. It should also acknowledge
that the command can fund the member's travel and per diem.
    c. If commands nominate more than one member for a course, the
memo should provide the command's rank order of attendance for the
candidate (i.e., first choice, second choice, etc.).
    d. Memo is limited to no more than one page.
