SUBJ: AY2026 PERSONALLY PROCURED MOVES (PPM) OF HOUSEHOLD GOODS
(HHG)
A. The Joint Travel Regulations (JTR)
B. Coast Guard Supplement to the Joint Travel Regulations (CGS-JTR),
COMDTINST 4600.17B
1. Transfer Season. The Household Goods (HHG) transportation peak
season, which runs from 15 May through 31 August, is underway.
The highest demand for HHG movers is May through July. During peak
season it may be more difficult to secure a government contracted
Transportation Service Provider (TSP) that meets Coast Guard
Service members' desired packing, pick-up, and delivery dates.
2. HHG Alternatives. If a Coast Guard member prefers, they may
perform a full or partial Personally Procured Move (PPM) and
receive an incentive payment of 100% of the government's
constructed cost, not to exceed the authorized weight allowance
as published in Table 5-37 after Para. 051401 of REF (A). Follow
the link below, select the large JTR PDF Banner following paragraph
2 of the website. Then perform a control F on the PDF, entering
051401 in the search at:

3. HHG Entitlements. Service members must understand their HHG
entitlements and the PPM process. Commands will provide access to
this ALCOAST and encourage early use of HHG counseling before
expected PCS departure dates.
4. Authorization Process.
a. PPM authorization requires submitting Application for
Personally Procured Move (PPM) and Counseling Checklist, DD Form
2278 via the Defense Personal Property System (DPS). For assistance,
Service members are advised to work with their servicing Transportation
Office (TO).
The link for DPS is located at:

moving-personal-property/
b. DD Form 2278 must be signed by both a counselor and the
Service member.
c. Service members must register with a valid civilian email.
After requesting a PPM in DPS, a copy of signed PCS orders in ready
status must be provided.
5. Procedures.
a. All Service members conducting PPM moves must
follow the same procedures as government arranged moves,
including obtaining certified weight certificates from a public
weigh master or government scales.
b. Failure to meet Coast Guard requirements may limit or deny
payment.
c. Claims without counseling documents and approved
self-procured movement/storage authorization are not eligible for
incentive payment, unless the origin Transportation Office (TO)
approves an "after-the-fact" PPM due to circumstances beyond the
Service member's control (e.g., severe weather, medical
emergencies, or short-notice PCS orders).
6. Methods.
a. PPMs may be conducted in a variety of ways, including
privately-contracted TSPs, self-service moving companies, use of a
privately owned or rental vehicle or trailer, or any combination
thereof.
b. Service members should seek the guidance of their origin
Transportation Office to best estimate potential financial impacts
of performing a PPM based on their individual weight allowance and
logistical circumstance.
7. Insurance. Service members independently contracting with a
moving company should be aware that full replacement value
insurance may not be included, and any damage claims must be
handled privately with their contracted moving company.
8. Weight Tickets.
a. Service members must provide certified empty and full weight
tickets from the public weigh master or Government scales nearest
to the origin, destination, enroute or any combination thereof.
Both the empty and full tickets must annotate the Service member's
name and employee identification number, clearly indicate which
vehicle is being weighed, and whether the weight ticket is for an
empty or a full vehicle or trailer.
b. PPM claims submitted without proper weight tickets will be
reimbursed only for actual costs as documented by submitted itemized
receipts. Also, Service members contracting a self-serve moving
company must remind the contractor that empty and full weight
tickets for portable containers are required to receive an
incentive payment.
9. Proof of Completion.
a. Service members are now required to upload
"Proof of Completion" documents in their DPS Customer Profile after
completing a move. Proof of Completion documents are all documents
necessary to show the move is complete and documented authorized
expenses for reimbursement.
b. These documents may include, but are not limited to, weight
tickets, signed Travel Voucher DD Form 1351-2, DD Form 2278,
receipts, rental contracts, vehicle registration, and Direct
Deposit Forms. Once all required documents have been loaded into a
Service member's Customer Profile, the Service member must submit
their PPM closeout request in DPS to continue the claim process.

Please start stream for Service member at 57 seconds into the video.
10. Actual Cost Reimbursement (ACR).
a. If government HHG transportation is unavailable, Coast Guard
Service members may conduct an Actual Cost Reimbursement (ACR) PPM.
Reimbursement is up to the actual cost, not the incentive payment,
and requires pre-approval.
b. Service members must obtain a Letter of Non-availability
(NAL) stating "Government Procured Transportation is NOT Available"
before proceeding. Submit the NAL, required PPM quotes (1 OCONUS or
2 CONUS) and orders to smb-comdt-traveltransportationpolicy@uscg.mil
c. After approval and completion of the move, submit the ACR
Memorandum, Travel Voucher, DD Form 1351-2, signed orders, and
receipts to the Coast Guard Financial Service Center (FSC).
11. The Coast Guard Personnel Service Center PCS Assist Team is
available and standing by to help Service members at (206) 815-7858
or e-mail PCSAssist@uscg.mil. The PCS Assist team is fully staffed
and available 24/7 until 01 October. Following its stand-down on
01 October, service members requiring PCS assistance or guidance
must direct their inquiries to and work directly with their local
Personnel and Administration (P&A) office and their local TO.
12. Signatures on Forms are required. Missing signatures will delay
the completion of a Service member's PPM claim as processed by FSC.
13. Individual waiver requests must comply with REF (A) and
require final approval from Commandant (CG-WMM-4) Travel and
Transportation Team. The COMDT (CG-WMM-4) Travel & Transportation
Team can be reached by email at:
smb-comdt-traveltransportationpolicy@uscg.mil.
14. CAPT Christopher J. Hulser, Assistant Commandant for Workforce
Management (CG-WM), sends.
15. Internet release is authorized.
