1. This message announces the PY27 RCM Promotion Selection and Designation
Boards and provides a timeline and amplifying guidance to help members and
their commands prepare for the PY27 Board season. PY27 will begin on 1 July
2026 and run through 30 June 2027 per references (A) and (B).
2. The PY27 RCM Promotion Selection Boards (PSBs) will be held during the same
weeks as the corresponding Inactive Duty Promotion List (IDPL) PSBs for the
same paygrades per reference (B). Reference (C), which governs the workforce
management actions outlined in this message, is posted on the RPM-1 Boards
and Panels SharePoint site found at the bottom of this message.
3. Promotion Zones: This announcement establishes the opportunity of selection
(OOS) and promotion zones for each of the selection Boards. The computed OOS
for RCM PSBs must be as close as practicable to the PY27 Active Duty Promotion
List (ADPL) OOS, as noted in reference (D). The signal numbers (SIGNOs) used
to establish the promotion zones found within this message are from reference
(E), which was signed on 12 March 2026. Members in zone for promotion should
notify RPM-1 of any changes to their names not already reflected in reference
(E). The PY27 RCM promotion zone sizes are tied to the running mate system.
Generally, RCM officers compete for promotion when their ADPL running mates
are considered for promotion. The zones established in this message include
the most junior officer expected to be in zone for promotion and is utilized
to help prepare officers for the promotion season.
a. In Zone: Officers being considered for the first time for the respective
selection Board. The zones within this message are based on those
officers in zone for selection.
b. Above Zone: Officers who have been considered, but not selected, by
a previous Board.
c. Below Zone: Those officers that meet the minimum eligibility
requirements for promotion in reference (A) but are below the
established promotion zone for the upcoming Board.
4. Below-Zone Selection (BZS) and In-Zone Reordering (IZR). In accordance with
references (A) and (F), the BZS and IZR tools will be available for use by the
PY27 RCM PSBs.
a. IZR is a discretionary tool that authorizes LT-CAPT PSBs to recommend
officers of particular merit, as determined by the PSB, be moved to the
top of the selection list after they have been selected for promotion.
b. BZS is a mechanism used by LCDR-CAPT PSBs for identifying and
accelerating the careers of officers who have demonstrated exceptional
performance and are clearly ready for promotion ahead of more senior
officers. BZS does not change the total number of officers selected for
promotion or the stated opportunity of selection (OOS); therefore, any
officer selected from below the zone will displace an officer who
would have been selected from in or above the promotion zone.
5. RCM Boards: Approximately 30 days prior to the convening of each Board, an
ALCGRSV message will be released announcing the names of officers who will be
considered by that Board. If your name does not appear on the ALCGRSV and you
believe you should be in zone for consideration, contact the PSC-RPM-1 Boards
and Panels Section immediately at HQS-SMB-CGPSC-RPM-BoardsPanels@uscg.mil.
a. CAPT PSB: In accordance with references (B) and (G), the CAPT PSB
convenes the week of 13-17 July 2026 to consider eligible candidates
consisting of CDR Eric L. Meaders, SIGNO 760B, and those CDRs senior
thereto on the RCM promotion list. The in-zone size is approximately
4 members with a stated OOS of 51 percent.
b. CDR PSB: In accordance with references (B) and (G), the CDR PSB convenes
the week of 20-24 July 2026 to consider eligible candidates consisting
of LCDR Marvi M. Rivera, SIGNO 2106N, and those LCDRs senior thereto on
the RCM promotion list. The in-zone size is approximately 13 members
with a stated OOS of 61 percent.
c. LCDR PSB: In accordance with references (B) and (G), the LCDR PSB
convenes the week of 3-7 August 2026 to consider eligible candidates
consisting of LT Tais A. Dominguez, SIGNO 3830D, and those LTs senior
thereto on the RCM promotion list. The in-zone size is approximately
13 members with a stated OOS of 76 percent.
d. LT PSB: In accordance with references (B) and (G), the LT PSB convenes
the week of 14-18 September 2026 to consider all LTJGs whose running
mate has a date of rank (DOR) of 1 July 2025 or earlier. The in-zone
size is approximately 3 members with a stated OOS of 90 percent.
e. RCM Permanent Designation Board: In accordance with references (A) and
(B), a selection board will convene the week of 19-23 October 2026 to
consider provisional RCMs for permanent designation. Provisional RCMs
are eligible for permanent designation between their second and third
anniversary of designation as a provisional RCM. Those selected for
permanent designation will receive this designation effective the date
of their third anniversary. The zone is approximately 16 members who
will be considered for permanent designation on a fully-qualified
basis using the criteria outlined in Article 6.B.3.f of reference (A).
Additional information regarding the RCM Permanent Designation Board
will be released via message prior to the Board convening date.
f. RCM Provisional Designation Board: In accordance with references (A) and
(B), a selection board will convene the week of 19-23 October 2026 to
consider officers for a provisional RCM designation under a reserve
commission. Those officers designated as provisional RCMs are offered
a three-year Extended Active Duty (EAD) contract and can expect
assignment to a training/developmental billet. Officers interested in
pursuing a career as an RCM are encouraged to review the RCM Career
Guide found in the document library of the RPM-1 Boards and Panels
SharePoint site found at the bottom of this message. Additional
information regarding the RCM Provisional Designation Board will be
released via message prior to the Board convening date.
6. Officers with approved voluntary separation requests on file, who have
not been retired or separated prior to the Board convening, will appear
before the Board. A list of officers approved for voluntary separation
will be provided to the Board per reference (H).
7. Officer Evaluation Report (OER) Submission: In accordance with Article
5.E.2.b of reference (A), no officer shall delay their OER past the normal
submission month. Extensions will not be granted. LTJGs in zone for LT must
have an end of period of 30 June 2026 vice 31 July 2026. All OERs should
arrive at CG PSC-RPM-1 no later than 45 days after the end of reporting
periods. Rating chains and OER administrators should expedite submission of
these OERs to ensure eligible officers have up-to-date performance records
on file before the Board. This will allow RPM-1 to ensure it gets properly
routed and prioritized. All OERs shall be submitted using the OER submission
application found on the following SharePoint site: https://uscg.sharepoint

.aspx. Board candidates who are submitting OERs shall ensure the “Board/Panel
Candidate” block is properly checked when using the OER submission
application.
8. Documents Viewed by Selection Boards: In accordance with reference (H),
Boards see and review only the officer portion of a candidate's record
contained in the official Coast Guard Military Human Resource Record (CGMHRR),
data contained in Direct Access, and communications from candidates properly
submitted to the Board. As stated in Article 7.d of reference (H), ensign OERs
are masked from view at RCM PSBs for LCDR and above. The LTJG and LT PSBs
will continue to view the ensign OERs of candidates.
a. Officers are encouraged to review their Employee Summary Sheets (ESS).
The ESS provides a consolidated view of a member's information as it
appears in Direct Access. The individual ESS may be accessed at the
following website: https://cgbi.osc.uscg.mil/2.0/contentpanes/
personal_files/summary_sheet.cfm.
b. Officers are also encouraged to review their official CGMHRR for
accuracy on the interactive personnel electronics records management
system (iPERMS). To review your CGMHRR via iPERMS, visit the following
website: https://iperms.mymilrecord.uscg.mil/.
9. Officers desiring to submit communications to the Board must follow the
guidelines provided in Article 3.A.4.f of reference (A) and paragraph 10.d of
reference (I). Communications shall be sent via email as a command-endorsed,
electronically-signed memo to HQS-SMB-CGPSC-RPM-BoardsPanels@uscg.mil to
arrive no later than the day before the Board convenes. Early submission of
communications to the Board is highly recommended to allow adequate time for
correction should a submission contain unauthorized content. Communications
are subject to the same restrictions as Officer Evaluation Report Prohibited
Comments outlined in Section 5.I of reference (A).
10. Non-Selection: Guidance to officers non-selected for promotion or
permanent designation is outlined in reference (J). CG PSC-RPM will make
non-selection notifications to commands prior to releasing the approved
Board results.
a. RCMs subject to separation with 20 or more years creditable service
must submit a request for retirement NLT 1 March 2027 for a 1 July
2027 retirement, or they will be transferred to the ISL following
release from active duty. Requests for retirement shall be sent to
CG PSC-RPM-1 Status for processing via the Online Submission Form
located on CG PSC-RPM-1’s SharePoint site: https://uscg.sharepoint
-mil.us/sites/psc_spo/psc-rpm/RPM1/SitePages/RPM-1-Reserve-Component
-Category-Management-Branch.aspx.
b. RCMs in the grades of Commander and below who are non-selected for
promotion and scheduled to be released to inactive duty may apply for
affiliation with the Ready Reserve via the Reserve Officer Active
Status Panel (ROASP) in accordance with reference (K). Information on
