1. Welcome to Assignment Year 2027 (AY27). This message describes the
AY27 timeline and presents available resources to all
Reserve Component Managers (RCMs). The information provided will be
of particular interest to RCMs anticipating AY27 reassignment, it
includes important information to commands and supervisors.
Communication is the key factor in the overall Assignment Year
success, and PSC-RPM is committed to serving our RCM Corps.
2. A complete listing of all boards and panels, including eligibility
criteria, can be found in references (A) and (B). CG PSC utilizes reference
(C) for assignment tour length. In select cases, officer tour lengths may be
extended or reduced based on Service need. All requests to short-tour or
extend must include a Command endorsement with backfill requirements.
3. The AY27 timetable is as follows:
   a. Now through 14 August 2026: RPM Assignment Officers (AOs) are available
      for RCM career counseling and e-resume guidance. RCMs shall review
      reference (D) prior to career counseling.
   b. 15 June 2026: Draft AY27 RCM shopping list published on the CG PSC-RPM
      SharePoint Page for validating command concerns. Provided in a
      spreadsheet format, the shopping list will allow units and/or
      directorates to view all RCM-coded positions, including position-tour
      lengths, and to email command concerns. CG PSC-RPM will release specific
      command concerns instruction, along with email submission and validation
      information via ALCGRSV messaging. CG PSC-RPM-2 SharePoint site:

   c. 17 July 2026: Deadline for commands to validate AY27 shopping list and
      submit command concerns.
   d. 3 August 2026: AY27 RCM shopping list released via ALCGRSV.
   e. 1 September 2026: E-resume submission deadline for all RCMs.
   f. 2 November 2026: Requested submission deadline to CG PSC-RPM-1 Status
      for any RCMs requesting voluntary separation in AY27. Members should
      communicate any off-season retirement plans with their AOs, this ensures
      CG PSC-RPM can identify a suitable backfill. Separation requests, to
      include retirement and/or resignation, sent to CG PSC-RPM-1 Status for
      processing must be submitted via the Online Submission Form located on
      CG PSC RPM-1’s SharePoint site: https://uscg.sharepoint-mil.us/sites/
      psc_spo/psc-rpm/RPM1/SitePages/RPM-1-Reserve-Component-CategoryManagement-
      Branch.aspx.
   g. 22-26 February 2027: O6 Assignment Panel.
   h. 22-26 February 2027: O5 Assignment Panel.
   i. 1 April: All O4 and below RCM assignments completed.
4. Meeting the E-resume submission deadline will ensure RCMs are afforded full
   competition to all applied for positions, including both in and out of RCM
program opportunities.
5. Special considerations for RCMs expected to be in zone for promotion to the
grade of captain in PY27:
   a. Due to the dynamic nature of O6 assignments, RCMs expected to be in zone
      for promotion to the grade of captain shall ensure updated biographies
      are provided to the O6 RCM AO. Email bios directly to Mr. Jody
      Nunnery at Jody.M.Nunnery@uscg.mil. Bios must be in standard format
      for the O6 ADPL Assignment Panel and submitted using the template
      found in reference (E).
   b. RCMs expected to be in zone for promotion to the grade of captain in PY27,
      even if not tour complete in AY27, must submit an E-resume with captain
      positions by the 1 September 2026 submission deadline.
6. Career Counseling: RPM AOs will conduct career counseling for all RCM
officers who are tour complete or anticipate transferring in AY27. Career
counseling for officers not tour complete or do not anticipate transferring in
AY27, can be scheduled in the off-season. CG PSC-RPM will incorporate guidance
with sub-specialty breakdown from CG-R found in reference (D) into their
career counseling.
