1. In accordance with reference (A), this message announces the application
process for fiscal year 2027 (FY27) Reserve War and Staff colleges managed
under the SEFP. The SEFP offers opportunities for national security policy
and joint service professional development, increases the Coast Guard's
presence in a joint-service environment, and enhances the member's
Service value.
2. A selection Panel will convene the week of 27-31 July 2026 to select
primary and alternate candidates for those opportunities listed in this
announcement message. Reserve officers in an active status, including Reserve
Component Managers (RCMs), and senior enlisted personnel are eligible to
apply. Course paygrade requirements are listed in each section below. Waivers
will not be considered for those who do not meet the minimum paygrade
eligibility requirements.
3. Joint & Combined Warfighting School - Hybrid (JCWS-H).
   a. Location: Joint Forces Staff College, Norfolk, VA.
   b. Prerequisites: Secret Clearance. Grade O-4 and above. JPME phase I
      must be completed at an intermediate/senior service school or an approved
      equivalent at the time of application. JPME phase I completion must be
      entered into Direct Access as a competency and reflect in the
      Competencies section of the applicant's Employee Summary Sheet.
   c. Convening dates (subject to cancellation):
      (1) 30 November 2026 - 24 September 2027
      (2) 4 January 2027 - 15 October 2027
      (3) 25 January 2027 - 5 November 2027
   d. Course Description: JCWS-H is a 40-week blended-learning course
      consisting of two distance learning periods (37 weeks total) and two
      resident periods (three weeks total). The course is focused on preparing
      participants for joint planning at the operational level to develop
      theater strategies and plans in complex global operating environments
      and includes joint, interagency, intergovernmental, and multinational
      capabilities; national security strategy; theater strategy and
      campaigning; and the joint planning process and systems. Information

4. Reserve Components National Security Course (RCNSC).
   a. Location: National Defense University, Washington, DC.
   b. Prerequisites: Secret Clearance. Grade O-4 and above, W-4,
      and E-8/9. Prior RCNSC attendees are not eligible to apply.
   c. Tentative Convening dates:
      (1) 25 January 2027 - 5 February 2027
      (2) 12 April 2027 - 23 April 2027
      (3) 12 July 2027 - 23 July 2027
   d. Course Description: This is a two-week course designed to lay a
      foundation for students moving on to joint command management and staff
      responsibilities in a multinational, intergovernmental, or a joint
      national security setting. The curriculum consists of lectures, panel
      discussions, seminars, and simulation exercises dealing with national
      security policy and defense resource management presented by faculty
      members of the National War College and Industrial College of the Armed
      Forces, the Armed Forces Staff College, the Institute for National
      Strategic Studies, and other distinguished speakers. Information on the
      RCNSC may be found on the following website: https://rcnsc.ndu.edu/.
5. Application process: Applications shall be completed within the "Panel
Submissions" module in Direct Access using the directions found within this
message. Applications must include the required comments found below using
the specific format listed in this message. The following step-by-step
instructions are provided and are applicable to both officer and enlisted
applicants:
   a. Log in to Direct Access: https://hcm.direct-access.uscg.mil/.
   b. Navigate to the "Member Self Service" page.
   c. Click on the "Member Career Details" tile.
   d. Click "Panel Submissions."
   e. Select "Advanced Training" from the "Panel Source" drop down menu
      and click "Go."
   f. When the search screen appears, enter the following:
      AD/Res Ind: "Reserve - Active Component"
      Bus unit: "Officer"
      Job Code: 000095
      Note: All programs are listed under the lieutenant commander job code.
   g. Click "Search."
   h. Check box under "Apply" for ALL desired programs (RCNSC or AJPME for
      JCWS-H). Select both if applying for both.
   i. Click "Submit."
   j. Click "Edit" to input comments and submit to your Command/Endorser.
      Comments must contain the following information using the following
      format:
      (1) 1. Convening Dates in order of preference.
          2. CG email, personal email, phone number.
      (2) Example:
          1. 30 Nov 2026, 4 Jan 2027, 25 Jan 2027.
          2. Joe.B.Coastie@uscg.mil, IBGuardian1790@gmail.com, 202-555-1234.
   k. Enter Commanding Officer EMPLID into "Endorser" block if final
      endorser.
   l. Click "Save" to save comments and forward to the next endorser.
6. Command Endorsement: Command endorsements are restricted in Direct Access
to 500 characters per program and must be submitted by the applicant's
commanding officer. Comments that exceed the above character limitations will
not be presented to the Panel. Comments shall not contain male/female
indicators, personal pronouns, or first names. The following step-by-step
instructions for endorsers are provided below:
   a. Login to Direct Access: https://hcm.direct-access.uscg.mil/.
   b. Navigate to the "Member Self Service" page.
   c. Click on the "Member Career Details" tile.
   d. Select "Assignments Endorsements."
   e. Click the "Endorsements Requested From Me" button.
   f. Change the "Submission Status" to "Pending."
   g. Click the "Populate Grid" button and select the Panel submission
      you were looking to endorse.
   h. Click "Edit" button.
   i. Click the "Recommend" or "Not Recommended" button.
   j. Commanding Officers/Endorsers MUST input comments if the applicant
      is recommended for the program (500-character limit).
   k. Select "Mark Final" if you are the final endorser. If not the final
      endorser, enter the EMPLID of the next reviewer and ensure the next
      reviewer is listed in the "Endorser" block.
   l. Click "Save." Note: The application cannot be changed by applicant
      or endorser once it is marked final.
7. Application Deadline: 10 July 2026. All prerequisites within each course
description must be met at the time of application. To maintain fairness to
all applicants in this highly competitive process, there will be no exceptions
made to the published deadlines. Applicants bear the responsibility for
ensuring their application is submitted on time, complete, and in compliance
with applicable instructions and requirements. Applicants must confer with
their commands to ensure their application is submitted by the application
due date and properly endorsed.
8. Communications to the Panel: Applicants desiring to submit communications to
the Panel must follow the guidelines provided in Article 3.A.4.f of reference
(B) and paragraph 10.d of reference (C). Communications shall be sent via
email as a command-endorsed, electronically-signed memo to HQS-SMB-CGPSC-RPM-
BoardsPanels@uscg.mil to arrive no later than the day before the Panel
convenes. Early submission of communications to the Panel is highly recommended
to allow adequate time for correction should a submission contain unauthorized
content. Communications are subject to the same restrictions as Officer
Evaluation Report Prohibited Comments outlined in Section 5.I of reference (B).
9. Record Review: The applicant bears the responsibility for ensuring the
following portions of their record are updated:
   a. All applicants must review their Employee Summary Sheet (ESS). The ESS
      provides a consolidated view of a member's information as it appears
      in Direct Access. The individual ESS may be accessed at the
      following website: https://cgbi.osc.uscg.mil/2.0/contentpanes/
      personal_files/summary_sheet.cfm.
   b. All officers being considered are encouraged to review their official
      Coast Guard Military Human Resource Record (CGMHRR). For
      information on viewing your CGMHRR via iPERMS, please visit the
      CG PSC-BOPS-mr website: https://www.dcms.uscg.mil/Our-Organization/
      Assistant-Commandant-for-Human-Resources-CG-1/Personnel-Service
      -Center-PSC/BOPS/PSC-BOPS-C/CGMHRR/iPERMS-Access/.
   c. All officers shall review references (B) and (D) regarding OER
      guidance and policy. Questions regarding OER submissions may be sent to
      HQS-SMB-CGPSC-RPM-OER@uscg.mil.
10. Applicants shall ensure their member contact information, including work
email address and contact number, are correct in Direct Access. This action
is required in addition to the requirements outlined in paragraph five of this
message. Guidance on how to update your contact information in Direct Access
