1. General Order: Effective immediately, all Coast Guard military
members are prohibited from possessing, using, distributing, or
ingesting kratom or its derivatives. Drug abuse by Coast Guard
members will not be tolerated. The prohibitions specified in this
paragraph are general intent offenses.
a. Kratom Description. Kratom is an unregulated herbal substance
containing mitragynine and 7-hydroxymitragynine which can produce
opioid and stimulant-like effects. The Food and Drug Administration
has issued warnings highlighting the risk of serious adverse
effects, including death, from using kratom. This General Order
applies to all products containing mitragynine or
7-hydroxymitragynine, regardless of whether such products are
commercially available.
b. Consequence. Effective immediately, kratom is classified as
a prohibited substance as defined in Chapter 6.B.2 of REF (A).
Failure by military personnel to comply with this general order is
a violation of REF (B) and may result in administrative and/or
disciplinary action.
c. Commands have the authority to request testing when probable
cause exists that a member ingested kratom. Commands must liaise
with their servicing legal office.
d. This order does not prohibit use: (1) pursuant to legitimate
law enforcement activities; (2) by authorized personnel in the
performance of medical duties; or (3) without knowledge that the
product was made or derived from kratom, including products
containing mitragynine or 7-hydroxymitragynine, where that lack of
knowledge is reasonable.
2. Urinalysis Testing Update. Psilocin (alternately spelled
Psilocyn) is a controlled substance under REF (C) § 802 and § 812
and is strictly prohibited under Article 112a of REF (B). Psilocin
is now a part of the Department of War Drug Testing Panel used by
the Coast Guard to screen its military members. Members found in
violation of Article 112(a) will be subject to administrative and/or
disciplinary action including separation from the service and/or
trial by court martial.
