SUBJ: IN-PERSON SEXUAL ASSAULT PREVENTION RESPONSE AND RECOVERY
(SAPRR) BYSTANDER INTERVENTION TRAINING (BIT) UPDATE
1. This ALCOAST announces the new In-person SAPRR BIT Course
(100701).
2. All Coast Guard personnel (Active Duty, Reserve, Cadets,
Civilians) are required to complete In-person SAPRR BIT on a
biennial basis; initial biennial training must be completed NLT
30 SEP 2028. Auxiliarists are recommended/permitted to attend the
In-person SAPRR BIT training on a space available basis but are not
required to complete.
3. In-person SAPRR BIT Course 100701 is the only approved BIT course
for Coast Guard personnel. All previous versions of BIT are
cancelled. SAPRR course 502379 on CG Online World of Learning
(CG OWL) is an annual requirement and a highly recommended
prerequisite for the in-person SAPRR BIT Course 100701.
4. Only personnel who have completed the SAPRR BIT Train-the-Trainer
C-School (100684) and possess the SAPRR BIT Facilitator Competency
Code (VAB) are authorized to deliver In-person SAPRR BIT. The SAPRR
Service Line at the Workforce and Family Service Center (WFSC) is
coordinating Train-the-Trainer Courses for Sexual Assault Response
Coordinators (SARCs), Victim Advocate Program Specialists (VAPSs),
and Volunteer Victim Advocates (VVAs). Beginning in FY27, all
students attending VA-C School will receive the VAB Competency Code
and be able to deliver In-person SAPRR BIT.
5. Unit commanders are responsible for ensuring their personnel are
trained in accordance with this requirement. Requests for exceptions
to the requirement in paragraph 4 that the course be delivered by an
individual with the VAB competency code must be made by email to:
SAPRR-Guidance@uscg.mil. Exception requests will be adjudicated by
COMDT (CG-WFS-3).
6. Unit Training Officers are required to enter the BIT Competency
Code (BIT) into Direct Access for each member completing the
In-person SAPRR BIT Course. This competency code will expire after
2 years, indicating the member is due for the in-person training
again. The course facilitator must coordinate with the training
officer to provide a roster of personnel completing the course.
7. Two versions of In-person SAPRR BIT are available: an 8-hour
curriculum and a 3-hour curriculum. Both versions are limited to
20-50 students per class. Both versions are found under Course
number 100701 and both meet the training requirement.
8. Commands should consult their servicing SAPRR office to determine
which course is right for their personnel and to schedule training
as early as possible. Ensure adequate training time is planned to
accommodate all unit personnel. Civilian attire is recommended for
both versions of the course as mission permits.
