SUBJ: FORCE DESIGN 2028 - ESTABLISHMENT OF U.S. COAST GUARD SPECIAL
MISSIONS COMMAND (CG SMC)
A. Force Design 2028 Executive Report
B. Force Design 2028 Execution Plan
1. As directed by REFs (A) and (B), the Coast Guard will establish
the U.S. Coast Guard Special Missions Command (CG SMC) to align all
Deployable Specialized Forces units and other specialized
capabilities under a single organizational structure. I have
directed the Chief of Staff (CG-CoS) to commission CG SMC under the
leadership of a Rear Admiral OOA 01 October 2026. Upon commissioning,
CG SMC will report to the Commandant (CCG) via the Deputy Commandant
for Operations (CG-DCO). Establishing CG SMC will improve readiness,
mission effectiveness, and interoperability with joint and
interagency forces to meet Coast Guard, Department of Homeland
Security, and joint military requirements.
2. To facilitate this transition, the Coast Guard will immediately
establish the CG SMC Pre-commissioning Detachment (PRECOMDET) under
the leadership of a Captain. The CG SMC PRECOMDET will secure
necessary resources and coordinate other essential logistics to
facilitate commissioning. Future updates, including solicitations
for CG SMC PRECOMDET staffing support, will be available on the
CG SMC PRECOMDET Team page on the Office of Specialized Capabilities

3. The establishment of CG SMC is a significant step to enhance our
competitive edge and secure the Coast Guard's position as the
Nation's finest fighting force and crisis response leaders. It
demonstrates our commitment to implementing operational and
organizational changes that advance mission outcomes and provide our
operators the tools necessary to meet future mission demands.
4. CG SMC PRECOMDET POC: CAPT Robert Berry, 571-607-4912,
