I. ANSI/ALI ALIS: 2022 Automotive Lifts - Safety Requirements For
Installation and Service
1. This ALCOAST provides a basis for common understanding among
the Support Equipment (SE) program, commands, qualified lift
inspectors, and users as to the minimum requirements,
responsibilities, qualifications, and documentation for
operating, inspecting and maintaining vehicle lifts.
2. Vehicle lifts are complex machines and present a known hazard
to Coast Guard (CG) personnel, both on and off duty. Any unit
Commanding Officer or Officer in Charge with a vehicle lift is
responsible for the safe operation of these lifts. Furthermore,
it remains the unit responsibility to document individuals who
are authorized to use and maintain them. This authorization
includes users, maintainers and competent persons. This
authorization will be performed IAW unit Job Qualification
Requirements (JQR).
3. Vehicle lifts across the CG fall into two categories; lifts
required for CG operations and lifts utilized for Moral, Welfare
and Recreation (MWR) support services.
    a. CG Operational lifts:
       (1) Shall meet the regulatory and inspection requirements
identified in REFs (A) through (F).
       (2) Shall be used for authorized CG operations only.
       (3) Acquisition, Depot (D) level maintenance/repair and
asset disposal shall be approved through the TEAR process.
       (4) Acquisition, maintenance and repairs will be funded
through unit and SEPL resources.
    b. MWR lifts:
       (1) Shall meet the regulatory and inspection requirements
identified in REFs (A) through (F).
       (2) Should be used for authorized MWR operations only.
       (3) Acquisition and disposal shall be approved through the
TEAR process.
       (4) Acquisition, maintenance and repairs may be funded
through unit MWR resources.
4. Any new acquisition of a vehicle lift, regardless of cost,
requires SEPL approval, units should submit a TEAR prior to
purchase.

5. All vehicle lifts shall be clearly marked with a
four-character Support Equipment Product Line (SEPL) asset
identification number and all required markings identified in
REFs (D) and (E).
6. In accordance with REF (G), prior to operation of a
vehicle lift, operators shall access the risks associated with
each evolution. A competent person, as defined in REFs (C)
and (E), must complete or supervise all vehicle lift operations.
The competent person shall ensure all participants engaging in
MWR activities using a vehicle lift receive safety
training/overview of hazards and protections related to the
activity prior to engaging in the activity.
7. In accordance with REFs (A) through (E), all vehicle lifts must
be inspected and load tested annually. Maintenance Procedure

8. In addition to Safe to Operate criteria identified in
REFs (B) and (E), if any of the following conditions are
observed or reported, the lift shall be locked out or tagged out
in accordance with REF (H) until the cause of the problem
has been determined and addressed or appropriate maintenance or
repairs are made:
    a. Lack of accessibility and readability of the operating
procedures, safety tips and generic safety material.
    b. Lack of accessibility and readability of safety warning
labels.
    c. Lack of readability of the rated load capacity of the lift.
    d. Improper operation of the lift controls (including over-
travel shut off devices and synchronizing systems), restraints
and locking and load holding devices.
    e. Deformation or excessive wear of any of the lift structural
components.
    f. Deformation or excessive wear of other components such as
hoses, electrical wires, drive chains, wire rope or screws.
    g. Damage or excessive wear on any of the lift contact points
which engage the vehicle during lifting, whether they engage the
tires, frame, body, or axles.
    h. Evidence of hydraulic or pneumatic leaks.
    i. Unusual noises, sudden movements, erratic operation or
evidence of chips or filings during use.
    j. Cracks or loose concrete around floor anchor bolts, if
employed; and
    k. Questionable accessories, including those professionally,
shop, or home made.
9. In the absence of manufacturer's instructions, or in the event
that the manufacturer's instructions are silent on issues that
must be addressed, the instructions contained in REF (I)
shall be followed.
10. The policy contained in this ALCOAST will be incorporated
into the next update of REF (E). Directives System Program is
working with COMDT (CG-SID-41) and tracking interim policies issued
for internal controls purposes.
