SUBJ: SOLICITATION FOR THE COAST GUARD SECTOR RECREATIONAL BOATING
SAFETY AWARD PROGRAM
A. National Recreational Boating Safety (RBS) Program,
COMDTINST 16751.1
1. This ALCOAST solicits nominations for the Coast Guard Sector RBS
Award. This annual award recognizes the Coast Guard Sector that
demonstrated sustained superior performance in the coordination,
promotion, and execution of the National RBS Program during the
2025 calendar year.
2. The mission of the National RBS Program is to ensure the public
has a safe, secure, and enjoyable recreational boating experience
through partnerships and actively participating in programs designed
to minimize the loss of life, personal injury, and property damage
while boating and paddling. In broad terms, the ultimate objective
is to reduce recreational boating fatalities by fostering a robust
safety culture among the boating public by using a suitable
combination of Education, Enforcement, and Outreach.
3. RBS Award Criteria: The award recipient will be the Sector that
possesses the strongest combination of:
a. RBS Operations: Participation in Nationally recognized events
such as National Safe Boating Week, Operation Dry Water and / or
regional / Sector RBS initiatives or programs.
b. RBS Outreach: RBS outreach efforts utilizing print, televised,
radio, social media, and other outreach methods.
c. RBS Unity of Effort: Utilization of partnerships to improve
RBS. (i.e. State and municipal marine partners, volunteer
organizations entities such as USCG Auxiliary, America's Boating
Club, and other boating safety focused organizations.)
4. Nominations and Selection:
a. Each District is highly encouraged to nominate ONE Sector
within its respective AOR.
b. Nominations must include a one-page narrative of the Sector's
outstanding RBS performance and achievements during the period of
01 January to 31 December of calendar year 2025. The District
Recreational Boating Program Specialist (District RBP Specialist)
will distribute the Sector RBS Award Nomination Template to the
designated Sector RBS Coordinators within each District.
c. All District nominations shall be coordinated through the
District RBP Specialist. Nominations received without the District's
endorsement will not be considered.
d. Additional guidance is detailed in REF (A).
5. The deadline for package submission is 02 March 2026. A BSX-2
selection board will be convened to review all applications.
6. COMDT (CG-BSX-2) will announce the winner in proximity to
National Safe Boating Week via an ALCOAST in May of 2026.
7. COMDT (CG-BSX-2) will fund one representative from the winning
Sector to attend the National Association of State Boating Law
Administrators' annual award presentation for recognition amongst
other National RBS Award recipients.
