1. This ALCOAST announces a new MTSRU Team Member Qualification
designator code, MTSRUTM, within Direct Access (DA) and the
associated PQS workbook, REF (A). The Office of Port and Facility
Compliance (CG-FAC) is the program sponsor of this qualification.
2. The PQS and other training aids are located on CG-FAC's MTS
Recovery SharePoint site at:

3. The Marine Transportation System Recovery Unit (MTSRU) is a part
of the USCG Maritime Transportation System (MTS) Recovery Program,
which enables port and maritime trade reconstitution following a
significant MTS disruption, typically within the Incident Command
System (ICS). The creation of the MTSRU Team Member Qualification
allows for targeted surge force solicitation and provides relief of
limited Marine Transportation System-Leader (MTSL) positions during
complex events. The MTSRUTM qualification is structured to support
USCG District MTS Recovery Training within REF (B), enabling same-
day MTSRU or District MTS Support Cell workforce capability
increase.
4. MTSRU Team Members are not ICS certified but they are expected
to be proficient in roles and responsibilities outlined in REFs (A)
and (B). MTSRU Team Members are authorized to perform duties under
the direction of the MTSL within the MTSRU and District or Area MTS
Support Cells.
5. The target audience of this qualification is Enlisted E4-E9,
Officer O1-O4, Active and Reserve, and Civilian Members (GS 11-13)
who support domestic port recovery operations.
6. Members seeking to apply for the MTSRUTM qualification code must
consult their local command for approval. Once the member completes
all applicable qualification requirements outlined in REF (A), a
Letter of Qualification will be issued. A copy of the letter shall
be maintained as part of an individual's permanent training and
qualification record. The unit's Administration Office will ensure
an entry of the MTSRUTM qualification code is made into Direct
Access (DA).
