1. Per REF (A), this ALCOAST recognizes those CG units and law
enforcement officers for exceptional performance during Operation
Dry Water (ODW) 2025. ODW is a National Boating Under the Influence
(BUI) Awareness and Enforcement Campaign. This annual weekend-long
operation occurs immediately before or after the 4th of July holiday
(this year's operation was from July 4-6, 2025), which provides
heightened awareness and enforcement of BUI violations. Per REF (B),
Alcohol continues to be the leading known contributing factor in
fatal boating accidents in 2024, accounting for 92 deaths, or 20
percent of total fatalities. The preliminary results from all
participating federal, state, and local agencies during this year's
ODW were 87,830 recreational vessels and 232,694 boaters contacted,
resulting in 8,577 citations, 25,968 safety warnings and 503 BUI
arrests. ODW is funded through a grant from the Sportfish
Restoration and Boating Trust Fund to the National Association of
State Boating Law Administrators (NASBLA).
2. I heartily commend all 94 Coast Guard units that participated in
ODW 2025, and I want to note the following outstanding performers:
a. 8 Sectors participated.
Outstanding Sector: Sector San Francisco contacted 64 vessels,
resulting in 4 BUI cases and 12 citations issued.
Honorable mention: Sector New Orleans contacted 38 vessels,
resulting in 1 BUI cases and 11 citations issued.
b. 7 Cutters participated.
Outstanding Cutter: CGC OSPREY (WPB-87307) contacted 25 vessels,
resulting in 1 BUI case and 7 citations issued.
Honorable mentions: CGC SWORDFISH (WPB-87358) contacted 33 vessels,
resulting in 3 citations issued.
c. 135 Stations participated and the outstanding performers in
each District are:
i. Northeast: 19 stations participated.
Outstanding Station: Station New York contacted 25 vessels,
resulting in 1 BUI and 10 citations issued.
Honorable Mention: Station Fire Island contacted 11 vessels,
resulting in 1 BUI case and 6 citations issued.
ii. East: 14 stations participated.
Outstanding Station: Station Emerald Isle contacted 186 vessels,
resulting in 1 BUI and 22 citations.
Honorable Mention: Station Indian River Inlet contacted 150 vessels,
resulting in 1 BUI and 8 citations issued.
iii. Southeast: 11 stations participated.
Outstanding Station: Station San Juan contacted 87 vessels,
resulting in 43 citations issued.
Honorable Mention: Station Miami contacted 26 vessels,
resulting in 36 citations issued.
iv. Heartland: 7 stations participated.
Outstanding Station: Station Gulfport contacted 30 vessels,
resulting in 5 BUI's and 7 citations issued.
Honorable Mentions: Station Pensacola contacted 13 vessels,
resulting in 2 BUI cases and 5 citations issued.
v. Great Lakes: 15 stations participated.
Outstanding Station: Station Rochester contacted 27 vessels,
resulting in 2 BUI and 2 citations issued.
Honorable Mention: Station Saginaw River contacted 52 vessels,
resulting in 1 BUI case and 8 citations issued.
vi. Southwest: 5 stations participated.
Outstanding Station: Station Rio Vista contacted 20 vessels,
resulting in 3 citations issued.
Honorable Mention: Station Monterey contacted 10 vessels,
resulting in 1 citation issued.
vii. Northwest: 6 stations participated.
Outstanding Stations: Station Seattle contacted 32 vessels,
resulting in 9 citations.
Honorable Mentions: Station Bellingham contacted 23 vessels,
resulting in 6 citations.
viii. Oceania: 1 Station participated.
Outstanding Station: Station Kauai contacted 5 vessels,
resulting in 5 citations.
ix. Artic: 2 Stations participated.
Outstanding Station: Station Juneau contacted 85 vessels,
resulting in 10 citations issued.
Honorable Mentions: Station Valdez contacted 7 vessels,
resulting in 1 citation.
3. I commend all units and personnel for their dedication and
performance throughout Operation Dry Water. Your continued efforts
to increase public safety and reduce recreational boating accidents
and fatalities are truly appreciated and most heartily commended.
