1. By order of the Commandant and IAW REF (A), the National Ensign
shall be flown at half-mast from sunrise until sunset on Monday,
November 10, 2025, in honor of VADM Richard D. Herr, USCG (retired),
the 20th Vice Commandant of the Coast Guard from 1996-1998.
2. The National Ensign shall be flown at half-mast on all
Coast Guard buildings, grounds, and vessels not underway.
3. As announced in REF (B), VADM Herr passed away on Tuesday,
July 1, 2025, in Oviedo, Florida, at the age of 83.
4. VADM Herr will be inurned at the Coast Guard Academy Columbarium
on Monday, November 10, 2025; starting with a service at 11:00AM at
the Academy Memorial Chapel.
5. RDML Z. Merchant, Assistant Commandant for Workforce Management
(CG-WM), sends.
