1. This ALCOAST updates REF (A). Consistent with REFs (B) and (C),
effective 1 October 2025, the authority to certify continued
employment of an individual serving a probationary or trial period
shall be made by the second level supervisor, typically the
reviewing official for performance management. If the first-level
supervisor is a Flag Officer or Senior Executive Service (SES)
member, they may certify continued employment directly. However,
any supervisor, at any level of supervision within an individual's
chain of command may initiate a termination action consistent
with REF (D).
2. These changes will be incorporated into future updates to
REF (E).
