1. This message serves as the final eligibility list for the 2025 Reserve
Master Chief Advancement Panel (R-MCAP) which was announced in reference (A).
All Senior Chief Petty Officers (SCPOs) identified below are candidates for
the 2025 R-MCAP and shall review this message and references (A) through (E)
in their entirety. Commanding Officers, Officers-In-Charge, and Senior Reserve
Officers must ensure all members within their command listed below are aware
of their candidacy.
2. The 2025 R-MCAP will convene on 14 October 2025. The Panel Eligibility
Date (PED) of 1 July 2025 announced in reference (A) remains in effect.
3. The following 40 SCPOs, listed alphabetically by last name, will be

4. SCPOs desiring to submit communications to the Panel must follow the
guidelines provided in Article 9.f of reference (C). Communications shall
be sent via email as a command-endorsed, electronically signed memo to
HQS-SMB-CGPSC-RPM-BOARDSPANELS@uscg.mil to arrive no later than the day
before the Panel convenes. Early submission of communications to the Panel
is required to allow adequate time for correction should a submission contain
unauthorized content.
5. Documents Viewed by the Panel: In accordance with reference (C), the R-MCAP
will have access to the past seven years of every candidate's board-view
record contained in their official Coast Guard Military Human Resource Record
(CGMHRR) outlined in reference (D), Enlisted Evaluation Report (EER) and
Reserve Point Statement data contained in Direct Access, the entire Employee
Summary Sheet (ESS), and communications from candidates properly submitted to
the Panel.
a. Candidates are encouraged to review the board-view version of their ESS
prior to the R-MCAP. The ESS provides a consolidated view of a member's
information as it appears in Direct Access. The individual ESS may be

b. Candidates are also encouraged to review their official CGMHRR for
accuracy on the interactive personnel electronics records management
system (iPERMS). To review your CGMHRR via iPERMS, visit the following
website: https://iperms.mymilrecord.uscg.mil/
c. Candidates shall ensure their Direct Access information, including
their Reserve Member Balance, is accurate. Candidates who identify
discrepancies in their Direct Access data should immediately notify
their servicing administrative staff for assistance.
6. All SCPOs shall review reference (E) which establishes the Commandant’s
vision for selection to Master Chief Petty Officer. This document is available
