SUBJ: ESTABLISHMENT OF THE OFFICE OF COORDINATION, PROGRAMMING AND
ACCOUNTABILITY (CG-CPA)

1. In alignment with REF (A), effective Friday, 05 September,
the Office of Budget and Programs (CG-82) will move from the
Assistant Commandant for Resources / Chief Financial Officer (CG-8)
and establish the Office of Coordination, Programming and
Accountability (CG-CPA) as a direct report to the Chief of Staff of
the Coast Guard (CG-CoS).
2. All functions previously performed by CG-82 will become the
responsibility of CG-CPA, with renewed focus on ensuring all
Coast Guard programs align with Senior Leader and Administration
priorities. CG-CPA core functions will include formulation of the
Coast Guard's annual budget submission, ensuring Coast Guard
programs and activities are aligned to USCG strategic direction,
budget submissions and leadership intent, and coordination of
external reporting requirements, including Government Accountability
Office audits, Office of the Inspector General audits, and reports
to Congress. As the Chief Financial Officer, CG-8 will retain
oversight of the Planning, Programming, Budgeting and Execution
process within the Service.
3. As a direct report to CG-CoS, CG-CPA will enhance Service
effectiveness and cohesion by aligning internal and external
messaging with other CoS elements, providing dedicated program
coordination across headquarters elements and the field, and
supporting day-to-day staff operations, better enabling
Senior Leaders to focus on strategic goals and requirements.
