C. Force Design 2028 Executive Plan Summary
1. As directed by REFs (A) through (C), the Futures Development and
Integration (FDI) Directorate, COMDT (CG-FDI), will stand up an
initial operational capability (IOC) on 02 Sep 2025 and report
directly to the Chief of Staff. CG-FDI will mature over the next
year to reach full operational capability (FOC) by 01 Jul 2026.
2. FDI is an essential element of the Force Design 2028 initiative
to revolutionize Coast Guard Readiness as detailed in REFs (A)-(B).
As such, FDI will ensure the Coast Guard is postured to meet
America's need for an agile, responsive, and capable fighting force.
3. FDI will proactively focus on long-term threats and opportunities
and position the Service to respond to emerging geopolitical and
operational changes.
4. As the strategic center of the Coast Guard, COMDT (CG-FDI) will:
     a. Centralize service-level strategy development and operational
alignment.
     b. Use long-term strategy to synchronize resource and capability
requirements with the budget and acquisition lifecycles.
     c. Evolve Coast Guard operational concepts to meet emerging and
future mission demands.
     d. Foster innovation across the enterprise and fully leverage the
capabilities of the Research and Development Center.
     e. Drastically accelerate the speed of requirements development
to get new technologies to the fleet faster.
5. During the transition from IOC to FOC, the Assistant Commandant
for Futures Development and Integration (CG-FDI) will also serve as
the Assistant Commandant for Capability (CG-7).
