1. REF (A) established USCG Force Design 2028 to increase the Coast
Guard's ability to meet current and future needs of the Nation and
the Department of Homeland Security (DHS). IAW REF (B) and Chapter 5
of REF (C), the purpose of the Reserve Component (RC) "is to provide
trained units and qualified persons... in time of war or national
emergency, and... as national security may require... whenever more
units and persons are needed than are in the regular component." A
decision to utilize the RC for recall to active duty should only be
made after strict consideration of the purpose of the duty and
operational impacts. Our Service's focus must remain on executing
national priorities through mission excellence. The Coast Guard
Reserve will continue to serve as an unwavering force multiplier
as it has throughout its 84-year history.
2. The Acting Commandant of the Coast Guard just signed REF (D),
Key Enabler P-3.2, to codify four Reserve mission types and two
support functions to better carry out Coast Guard missions as
defined in REFs (E) and (F):
    a. The four new mission types are:
        (1) Defense Operations
        (2) Maritime Security
        (3) Marine Environmental Response
        (4) Emergency Management
    b. The two supporting functions are:
        (1) Reserve Maintenance Assist Teams
        (2) Reserve Readiness
    c. REF (D) also preserves the Coast Guard Reserve's primary
mandate as Contingency Mobilization.
3. To bolster the execution plan above, I am further directing the
following series of actions that will harden and sustain our
Service's operational posture:
    a. Reserve Mission Prioritization Initiative (R-MPI): The
R-MPI was initiated on 15 Jan 2025 to refine and categorize all
Reserve positions IAW paragraph 2. All R-MPI efforts shall
continue to completion. R-MPI will also complete the following
tasks: align SELRES positions to overarching CG force packages,
assess enlisted ratings that do not currently align with the Reserve
mission types or two Reserve support functions, and balance a small
number of SELRES augmentation positions on the Personnel Allowance
List (PAL).
    b. Codify Reserve Mission Types on PAL: COMDT (CG-R) staff will
work with the COMDT (CG-811) PAL Team to assign all SELRES positions
on the PAL into one of the four Reserve mission types or two Reserve
support functions listed in paragraph 2 and categorize any remaining
positions as Reserve augmentation. This work will follow the
recommendations of the R-MPI IPT with regard to billet alignment and
mission type.
    c. Full-Time Support (FTS) Position Assessment: To best support
the updated Reserve mission types and support functions listed in
paragraph 2, I will be working with the Operational Commanders to
assess the force laydown of FTS positions across the RC. The RC
recently completed a Reserve Pay and Admin Team (RPAT) beta test in
the USCG Great Lakes District and RPAT expansion is being sought by
the end of fiscal year 2025.
4. Together, we will shift the Coast Guard's utilization of the RC
to meet the increased operational demands to support our President
and the Department of Homeland Security.
