SUBJ: SOLICITATION FOR ARCTIC FRONTIERS EMERGING LEADERS PROGRAM
1. The Center for Arctic Study and Policy (CASP) at the U.S. Coast
Guard Academy is soliciting for the subject educational engagement
opportunity for the 2026 session. This program is fully-funded
through CASP and the Polar Coordination Office.
2. This program brings together early career professionals from
various sectors, including indigenous, business, policy and research
representatives, for leadership and cultural development in issues
relevant to the Arctic region. The selected candidate will join 30
others in a blend of technical, social, and cultural events
accompanied by mentors from business, politics, research and
academia to expand the participants' professional competence on
topics of Arctic security, economic development, and environmental
protection. The experience concludes with participation in the
Arctic Frontiers conference where participants engage with various
stakeholders to share their views and expertise. Additional details

3. The program takes place from 29 January to 5 February 2026 in
multiple locations in the Norwegian Arctic culminating at the Arctic
Frontiers conference in Tromso, Norway.
4. Eligibility for this program is open to officers, enlisted, and
civilians under the age of 35 at the time of application with
operational, policy, academic, or research experience in the polar
regions.
5. Interested candidates should submit a two page memo via email
directly to the POC in para (7). The memo should include the
following:
a. Why do you want to participate in Arctic Frontiers Emerging
Leaders?
b. What are your expectations of the experience?
c. How would you apply this experience to your Coast Guard
career?
d. What is the most pressing adaptation needed in the Arctic?

6. Memo applications are requested by COB 15 SEP 2025 and must
include a command endorsement of the candidate and permitting the
TDY dates above to support the program.
