1. This ALCOAST announces the release of the Naval Engineer (NE)
Apprentice Personnel Qualification Standard (PQS) IAW REF (A).
REF (B) has been revised using the S+ publication process to
COMDTINST 3502.11D.
2. The primary goal of the NE Apprentice PQS program is to
provide junior officers who desire a career within Naval Engineering
the requisite foundational knowledge for future assignments in
technical, logistical, and operational Naval Engineering roles.
3. The NE Apprentice PQS replaces REF (B) Chapters 1 through 4 for
all officers commissioned on or after 01 May 2025 who are
assigned to a Naval Engineering billet or desire to be designated
an Apprentice Naval Engineer shall complete the new NE Apprentice
PQS. All officers commissioned prior to 01 May 2025 who are
assigned to Naval Engineering billets or who desire to be designated
a Naval Engineer Apprentice may complete the new PQS or the legacy
Chapters 1 through 4 as required by REF (B) and REF (C).
4. Completion of this PQS shall be documented in member records
using competency code NE-PQS-A. REF (C) will be updated to
incorporate this change. All additional requirements outlined in
REF (C) remain in effect.
