SUBJ: FY26 LONG-TERM ACTIVE DUTY FOR OPERATIONAL SUPPORT OF THE
ACTIVE COMPONENT (LT-ADOS-AC) PROCESS UPDATES
A. Activation of the Reserve Component, COMDTINST 3061.2A
1. This ALCOAST announces the elimination of caps, COMDT (CG-83)
approval requirements, and centralized Military Pay funding for
LT-ADOS-AC in FY26, and introduces a new workflow approval
process.
2. In accordance with REF (A), ADOS is defined as full-time
duty of a temporary nature under 10 U.S.C. § 12301(d) for
purposes other than training. LT-ADOS is defined as any period of
ADOS that exceeds 180 consecutive days in duration. Short-Term
ADOS is defined as any period of ADOS that is 180 consecutive
days or less in duration. REF (A) further defines the purpose
of ADOS as providing necessary skilled personnel to temporarily
support existing or emerging requirements of the Coast Guard
Active Component (AC).
3. Historically, a cap of 100 full-time equivalents (FTE) was
maintained for LT-ADOS-AC to manage funding transfer
requirements. However, this cap is no longer required due to the
new Common Appropriations Structure (CAS), which allows
payroll expenses for LT-ADOS-AC to be directly funded from a
unit's account. In FY26 and beyond, all LT-ADOS-AC positions
will be funded and billed actual expenses directly through the
benefiting unit or its parent Resource Management
Office/Resource Advisor (RMO/RA).
4. A new LT-ADOS-AC workflow management tool has been
implemented and can be found at:

This automated system will centralize requests, eliminate manual
processes, and streamline the request, review, and approval of all
LT-ADOS-AC requests. The tool will be managed by PSC-RPM
(POC: SCPO Michael Scalzo). Automated workflows will route requests
through RMO/RAs if funding is required and Cap Managers will have
the ultimate authority in the tool to approve or deny LT-ADOS-AC
requests. Once a candidate has been identified and approved for
assignment, PSC-RPM will process the assignment of the reservist
and provide relevant information to the member's Admin/Servicing
Personnel Office for completion of orders IAW current processes.
5. There are limitations and requirements for members who
accumulate over 16 years of total active-duty service. Please see
paragraph 4.I.8 of REF (A) for these restrictions and the
associated waiver process. Commands are advised that reservists who
complete over 18 years total active-duty service and reach
retirement sanctuary under 10 U.S.C. § 12686 become the financial
responsibility of the unit that recalled them on orders, from the
time when the member passed through the sanctuary gate until
the reservist reaches retirement.
6. As an interim policy change in FY26, funding for each LT-ADOS-AC
position shall be approved by the first O-6 or GS-15 in the
sponsoring unit or program's chain of command. This approval is in
addition to the command endorsement made by the unit providing the
reservist. This interim policy change will later be evaluated as a
permanent policy change in FY27 to Activation of the Reserve
Component, COMDTINST 3061.2 (series), based on its overall
effectiveness and stakeholder feedback.
7. Additional guidance/procedures for FY26 LT no-cost ADOS for
commands/reservists desiring other Operating Locations (OL) or
Remote Locations (RL) will be released SEPCOR.
8. RMO/RA Cap Managers:
    a. LANT: CDR Eric Meaders/LT Charles Conley.

9. Funding: Requests are no longer routed through COMDT (CG-83).
Requesting units or RMO/RAs have full authority to fund positions,
with the requisite Cap Managers retaining final approval. RMO/RAs
should leverage existing funding request processes via Ex-Stage
and Backlog in the event they require additional funds.
Sponsoring units must provide applicable FY accounting lines that
will fund members' pay. Costing guidance and the ADOS worksheet

Total personnel costs include pay, medical, and undistributed
portions of support. The military PCS account will be charged
if a member is entitled to PCS.
10. A recurring annual LT-ADOS-AC ALCOAST message will no
longer be promulgated, as the new automated workflow tool allows
for positions to be requested and created at any point in the FY.
