SUBJ: FORCE DESIGN 2028 - EVOLVING OUR ORGANIZATION
A. COMDT COGARD WASHINGTON DC ALCOAST 011444Z APR 25/ALCOAST 155/25
1. The Service is implementing Force Design 2028 (FD28) initial actions announced in
ref (a) by changing our organization. We are establishing a Coast Guard Chief of
Staff and transforming the Deputy Commandant for Mission Support (DCMS) organization
into two distinct entities - focused on Personnel Readiness and Materiel Readiness -
to enable the Coast Guard to meet the demands of today and tomorrow.
2. On 01 July 2025, the Coast Guard will dissolve the DCMS overhead structure and
elevate both the Personnel Readiness and Materiel Readiness functions to separate
Deputy Commandants, right sizing their span of control, and providing both talent
management and assets/systems the attention they require.
3. The Deputy Commandant for Personnel (DCP) structure will provide our people the
support they need to be the nation's finest fighting force. We will ensure our
workforce and their families have the housing, childcare, and medical care they
require to selflessly serve this nation. We will provide our military and civilian
workforce the training, professional development, and career opportunities they
deserve. The Coast Guard will be the most desirable Armed Force because we cultivate
our people to achieve their full potential while in the service of our Nation.
4. In DCP, we will establish the two Assistant Commandants, restructure Force
Readiness command, and provide support through three focused offices:
a. Assistant Commandant for Total Workforce Management (CG-TWM). This directorate
will include the Personnel Service Center (PSC). We will unite military and civilian
personnel management under one Assistant Commandant and add a Civilian Personnel
Management (CPM) division within PSC.
b. Assistant Commandant for Workforce and Family Services (CG-WFS). This directorate
will include a new Workforce and Family Services Center (WFSC) to separate policy
and program management from field activities. This Assistant Commandant will focus
on legacy work-life policy and program management.
c. Force Readiness Command. This initiative will include creating an Accessions
Service Center to oversee Coast Guard Recruiting Command (CGRC) and Training Center
Cape May, along with moving the functions of the Office of Leadership into a new
Organizational Leadership and Training Program Division (FC-L).
d. The Office of the Chief Medical Officer (CG-CMO). This office will include a
Health Care Service Center (HCSC). We will enable the CMO to focus solely on medical
administration and health care policy.
e. The Office of Safety and Environmental Health (CG-SEH). This office will include
a Safety Service Center (SAFECEN).
f. The Office of Security Policy and Management (CG-SPM). This office will include
the Security Center (SECCEN).
5. The Deputy Commandant for Systems (DCS) will reform acquisitions and sustainment
to rapidly provide the capabilities required to execute missions. We will develop
agile contracting and acquisitions systems and processes to rapidly deliver new
technologies and operational capabilities at the speed of need. We will cancel
programs that do not give our operators the capabilities they need to win.
6. In DCS, we will establish a systems-focused approach to manage the entire
acquisitions and sustainment lifecycle and ensure optimal asset availability and
readiness. We will establish the following new Program Executive Offices (PEOs) by
integrating like functions from the current Engineering and Logistics (CG-4) and C5I
(CG-6) Directorates and their respective Acquisitions Directorate (CG-9), along with
new Director positions who will facilitate integration across PEOs:
a. PEO Surface (CG-SURFACE). This includes the Surface Acquisitions Logistics
Center, Project Resident Offices, and the Surface Forces Logistics Center.
b. PEO Air (CG-AIR). This includes the Aviation Logistics Center and the Aviation
Projects Acquisition Center.
c. PEO C5I (CG-C5I). This includes the C5I Service Center.
d. PEO Shore (CG-SHORE). This includes the Shore Infrastructure Logistics Center and
the Facilities Design and Construction Center.
e. PEO Robotics and Autonomous Systems (RAS). This new business line will rapidly
field capabilities to operationalize the Unmanned Systems Strategic Plan, leading to
significant impacts across all our statutory missions. The RAS PEO will look across
surface, subsurface, counter UAS, and shore/medium/long range UAS.
f. Director of Integration and Chief Acquisitions Office (CG-SI). This new position
will lead the Domain and Integration Services (CG-SID) office to unify like-efforts,
provide support to the DCS enterprise, and oversee the PEOs within DCS to
synchronize lifecycle management of all Coast Guard systems.
g. Director of Contracting & Procurement/Head of Contracting Activity (CG-HCA). This
new position raises the organizational level of the HCA and will provide Coast Guard
leadership strategy, counsel, and visibility of contracting and procurement
activities. Establishing this office also embeds Chief of Contracting Offices in
each PEO to focus on delivery of necessary contracting and procurement actions
throughout the systems lifecycle.
7. Effective immediately, the Service will establish a Coast Guard Chief of Staff
with a Deputy Chief of Staff. Adding a Chief of Staff is a strategic move that will
significantly enhance the Coast Guard's effectiveness and cohesion by aligning
strategic external messaging and empowering leaders across the organization to make
decisions at the appropriate level, streamlining decision-making processes, and
fostering a culture of accountability and agility. The Chief of Staff will also
provide dedicated coordination across headquarters staff, ensuring day-to-day
operations are seamless and support systems are in place to allow the leadership
team to focus on higher-level strategic goals. CG-8, CG-092, and the FD28
Implementation Team will report to the Chief of Staff.
8. Implementing these key FD28 initiatives are important steps in optimizing our
organizational structure to maximize our effectiveness to better enable Coast Guard
operations.
