SUBJ: FORCE DESIGN 2028 - A BOLD BLUEPRINT
1. At today's Coast Guard Academy commencement, Secretary Noem announced her
direction regarding the future of our Coast Guard - Force Design 2028 (FD28) - the
bold blueprint we need to urgently fix our deficiencies, run our operations, make
lasting transformational change, and grow our capacity and capability.
2. Action - Every Coast Guard Active Duty and Reserve member, Civilian employee, and
Auxiliarist shall read the FD28 Executive Report
(https://www.uscg.mil/leadership/commandants-initiatives/forcedesign2028/).
3. The Secretary tasked the Service with developing an execution plan for how we
will implement her direction. Our ability to control, secure, and defend our
Nation's borders from maritime threats and protect the Marine Transportation System
and the safety of those in peril at sea depend on this transformative effort. This
execution plan is due in 30 days.
4. Implementation requires a full-Service (Active Duty, Reserve, Civilian,
Auxiliary) effort. To ensure these fundamental actions do not linger, we are
standing up a FD28 Implementation Team - we are at initial operating capability and
will reach full operating capability later this summer. We will seize this momentous
opportunity - we will renew the Service to ensure we are ready to meet the demands
of tomorrow and win!
5. The FD28 Implementation Team will provide you with regular updates on the status
of Implementation. We will establish a FD28 website where you may track progress,
learn about the future of our Coast Guard, and provide ideas to help us address the
challenges facing the Service and the nation.
