1. Centralized procurement and movement of Support Equipment (SE)
will increase availability and functionality across the enterprise,
while ensuring efficient use of appropriated funds. This message
initiates the next step in centralizing SE procurement review and
approval of all SE valued over ten thousand dollars ($10,000.00).
Note, this guidance does not supersede the direction outlined in
REF (A) regarding Procurement, Construction, and Improvement
resourcing requirements for new investments. IAW REF (B), SE is
defined as all equipment consisting of Weight and Material Handling
Equipment (W/MHE) capable of lifting loads vertically or moving
loads horizontally that provides a mechanical advantage for
lifting, moving, excavating, placing materials and/or personnel
in support of any mission. Street legal or highway capable
government vehicles (GVs), whether owned or leased, shall be
managed in accordance with REF (C). Aviation SE outside of the
items listed in Paragraph 4 shall be managed IAW REF (D).
2. As of 11 MAY 2023, units shall utilize the Technical and
Equipment Authorization Request (TEAR) hosted by the Support
Equipment Program to request approval prior to the procurement or
disposal of the SE listed in Paragraph 5.

4. Following the TEAR interview, all requests to obtain new SE,
replace SE, or dispose of SE listed in this paragraph will be
automatically submitted to the SE Program Manager or cognizant
authority for endorsement. This includes procurements, Military
Standard Requisitioning and Issue Procedures (MILSTRIP)
requisitions, and excess transfers when the excess transfer cost
avoidance value exceeds ten thousand dollars ($10,000.00), as
well as all attachments or modifications for SE in the below
listing, regardless of dollar value. This ALCOAST does not apply
to tools, jigs, automated manufacturing machines, or test stands,
regardless of value. Aviation SE replacement requests will
continue to use the Aviation Logistics Center (ALC) Tech Request
Form or Aviation Maintenance Management Information System (AMMIS)
and will be directed to the TEAR by Aviation Ground Support
Equipment (AGSE) when necessary. When replacing or acquiring new SE,
the request shall include all information required by the TEAR,
including material condition; latest inspection if available;
date placed in service; historic and projected maintenance costs;
impact of request denial; alternative options; justification;
collocated unit requirements; cost, and the type of Support
Equipment. Types of Support Equipment include Aerial Work
Platforms; Boat Hoists; Boat Trailers; Construction Equipment;
Cranes; Electric Supply; Mobile Emergency Response Vehicles;
Forklifts; Fuel Trucks/Tankers; Ground Maintenance Equipment
(including Sweepers/Snow Removal/Mowers/Floor Scrubbers); Hoists
(other than boat); Telehandlers; Tractors; Aircraft Tow Tractors;
Trailers (other than boat); Shore Tie Haulers; and Utility Terrain
Vehicles (UTV), including golf carts. Attachments, regardless of
value, and modifications for any of the aforementioned items must
be requested for use through a TEAR request to ensure compliance
with REF (E). This will ensure all configuration changes are
evaluated for new requirements, sustainability, training and
qualification, and safety.
5. Initial installation of the following items will be purchased
and installed through Shore Infrastructure Logistics Center
(SILC) infrastructure construction: Fixed Davit lifts/hoists and
Overhead hoists. Recapitalization needs will be managed by the
Civil Engineering program while maintenance requirements will be
managed by the SE program and product line. Due to the
maintenance requirements responsibilities residing with the SE
program, SILC will work with the SE program and product line as
they mature to utilize standardized equipment wherever
practical/possible, including for Fixed Davit lifts/hoists and
Overhead hoists.
6. The Office of Logistics (CG-44) maintains responsibility for
approving the procurement of SE listed above unless otherwise
specified. The Office of Aeronautical Engineering (CG-41)
maintains responsibility for approving the procurement of all SE
not listed above which is specifically designed for use
associated with aviation operations and sustainment. The Office
of Naval Engineering (CG-45) maintains responsibility for
approving the procurement of all SE not listed above which is
specifically designed for use associated with surface operations
and sustainment. The Office of Civil Engineering (CG-43)
maintains responsibility for approving the procurement of all SE
not listed above which is specifically designed for use
associated with shore-side operations and sustainment. All
requests will be accepted by the TEAR system and distributed to
the appropriate COMDT (CG-41), (CG-43), (CG-44), and (CG-45)
offices.
7. This message serves as direction during the Coast Guard's
shift to centralized procurement and management of SE. Please
