1. This ALCOAST updates REFs (A) and (B) by removing the requirement
that certain Coast Guard (CG) personnel assigned to the National
Strike Force (NSF) receive the anthrax and smallpox vaccines.
2. REF (C) describes the National Strike Force Program. Personnel in
two components of the NSF, the National Strike Force Coordination
Center (NSFCC), DEPTID 000381, and the Coast Guard Incident
Management Assist Team (CG-IMAT), DEPTID 043902, are exempt from
receiving the anthrax and smallpox vaccines. Personnel on these two
teams do not deploy as front-line incident responders and work
either at the Coordination Center or an incident command post,
located outside of potential hazard zones.
3. CG personnel assigned to NSFCC or CG-IMAT must continue to
participate in the Anthrax Vaccination Immunization Program (AVIP)
and the Smallpox Vaccination Program (SVP) if they are 1) qualified
to cross-cover personnel on other teams that still require AVIP/SVP
participation; or 2) are eligible to deploy into a potential hazard
zone as designated by the Department of Defense. These members will
still be included in AVIP and SVP programs, outlined in REFs (A)
and (B).
4. These changes will be incorporated into the next revisions of
REF (A) and REF (B).
