1. This message announces the implementation of the Reserve Senior
Chief Advancement Panel (R-SCAP).
The R-SCAP, similar to the Reserve Master Chief Advancement Panel
(R-MCAP), will serve as the mechanism for advancement to the
paygrade of E-8 in the Reserve Component.
2. Beginning in November 2025 and annually thereafter, the R-SCAP
will convene to select the most capable Chief Petty Officers (CPOs)
in the Reserve Component for advancement to Senior Chief Petty
Officer (SCPO). This new advancement panel serves as a talent
management tool for all SCPO vacancies and strengthens the senior
enlisted corps by incorporating qualitative information found in a
complete review of a member's record, with a focus on
professionalism, leadership, and performance, to include the
Leadership Development Framework outlined in REF (B). In accordance
with REF (C), eligible candidates will be scored based on the four
factors utilized for enlisted evaluations outlined in section
4.A.3 of REF (A): Military, Performance, Professional Qualities,
and Leadership. COs and OICs must ensure widest dissemination of
this message to all Reserve CPOs within their commands. CPOs must
be aware of the eligibility requirements outlined within this
message and familiarize themselves with the contents of
REFs (A) through (D).
3. The R-SCAP replaces the E-8 Reserve Servicewide Exam for all
ratings. The advancement process for all other paygrades up to E-7
remains unchanged. Reserve Service members who have completed the
eligibility requirements for advancement to E-8 will be reviewed by
the Panel, regardless of intention to compete for advancement.
    a. Current eligibility requirements, as outlined in REFs (A)
and (D), remain in effect and are used by CG PSC-RPM to determine
eligibility.
    b. All advancement eligibility requirements must be completed
by the Panel Eligibility Date (PED) of 1 July 2025, the
date previously used as the Servicewide Eligibility Date
(SED) during Servicewide competition to the E-8 paygrade.
    c. Members will be able to verify their eligibility utilizing
the Personal Data Extract (PDE) generated in Direct Access
in July 2025.
4. Command Responsibilities.
    a. Enlisted Evaluation Reports (EERs). The most common reason
for member ineligibility is a missing EER. Per Chapter 3.A.7 of
REF (A), each candidate must have a current EER with their CO's
recommendation. The EER must be dated after 1 July 2024 and no
later than 1 July 2025. If an EER was not completed due to reasons
listed in Chapter 4.C.1.b(4) of REF (A), commands must complete a
"SWE-EER" with an effective date after 1 July 2024 and no later
than 1 July 2025. SWE-EERs must be submitted NLT the 1 September
2025 PDE correction deadline date. SWE-EERs cannot be submitted
to change a CO recommendation per article 3.A.7.c-Note of REF (A).
    b. Advancement Recommendation. If the CO wishes to change an
advancement recommendation, the command must submit a CO's
Recommendation Change (CORC) EER and it must be submitted IAW
Chapter 4.D.3.i of REF (A). Changes of CO's recommendation
must be dated after 1 July 2024 and no later than 1 July 2025 and
must be received by the 1 September 2025 PDE correction deadline.
If a candidate on the R-SCAP eligibility list receives an
Advancement Recommendation mark of Not Ready or Not Recommended
between the 1 July 2025 PED and R-SCAP, commands must notify
CG PSC-RPM-1 at: HQS-SMB-CGPSC-RPM-BoardsPanels@uscg.mil. The email
must include R-SCAP in the subject line and must include the
candidate's name, EMPLID, rank, and date of EER that changed the
candidate's advancement recommendation mark of Ready. As a result,
the candidate will be removed from the 2025 R-SCAP. If a member is
otherwise eligible for the 2025 R-SCAP, but does not desire to be
considered for advancement, they should be given an Advancement
Recommendation mark of Not Ready.
5. Candidate Responsibilities.
    a. It is the candidate's responsibility to ensure their online
PDE shows a status of Eligible to be reviewed by the R-SCAP. The PDE
for the upcoming R-SCAP must be verified. Candidates expecting
extended time away from their unit (e.g., extensive C school,
deployments, TDY, parental leave, etc.) between the PED posting date
and the end of the correction period should make alternate
arrangements to verify their PDE. Candidates must report incorrect
PDE data to the unit's servicing administrative staff. After
reporting incorrect data, candidates must verify PDE corrections
were made by reviewing their online PDE prior to the 1 September
2025 PDE correction deadline. If the online PDE was not corrected,
the candidate must submit a Trouble Ticket prior to 1 September 2025
to PPC by e-mail to PPC-DG-CustomerCare@uscg.mil. PDE corrections
must be visible on the online PDE and completed NLT 1 September
2025. Failure to report and verify online PDE corrections by the
deadline will result in a Not Eligible status for the R-SCAP.
    b. It is essential that all CPOs review and update their
personnel records, to include their complete Coast Guard Military
Human Resource Record (CGMHRR), their Employee Summary Sheet (ESS),
and their EERs in preparation for this advancement panel. CPOs
should review these early and work with their command and servicing
administrative staff for updates to this information. CPOs should
review their CGMHRR via the interactive Personnel Electronic Records
Management System (iPERMS)within the guidelines outlined in
REF (E) and work with their servicing administrative staff as
soon as possible to allow for ample correction time.

6. The R-SCAP results will be published as an integrated list of
ratings, rank ordered by advancement recommendation. Reserve
Assignment Officers will play a key role in determining best
placement for the needs of the Service, unit, and candidate. The
R-SCAP allows for the advancement of our best qualified Reserve
senior enlisted leaders to both rating-specific and rating-neutral
assignments. Advancements to rating-specific billet vacancies will
occur based on the member's order of precedence on the list within
each rating, regardless of their overall rank on the advancement
list. Advancements to rating-neutral billet vacancies will begin
from the top of the advancement list. Those not taking an offered
E-8 assignment will remain on the list and be offered the next
available assignment based on the order of those remaining on the
list. Members are authorized to hold ceremonious advancements after
notification and acceptance of assignment.
7. Panel membership for the R-SCAP will consist of at least
seven members from across the enterprise, to include a panel
president in the paygrade of O-5 or above and at least six
personnel in paygrades E-8 and above. Members interested in
serving on the R-SCAP may submit a board membership volunteer
request form to CG PSC-RPM-1 for consideration. The link to
