INVOLUNTARY RECALL OF THE READY RESERVE

1. This ALCOAST clarifies existing policy regarding the involuntary
recall of Coast Guard Ready Reserve members as described in
Chapter 5 of REF (A). REFs (B) and (C) provide the statutory
authorities and limitations of the activation of the
Reserve Component.
2. CLARIFICATION: When any cognizant authority invokes involuntary
recall, Coast Guard reservists may be involuntarily selected and
issued orders based on mission requirements to support contingency
operations, without first exhausting volunteers. While volunteerism
is always encouraged, seeking volunteers is not a mandatory
precursor to invoking the involuntary recall of Ready Reserve
members.
