1. In accordance with REFs (A) through (C), this ALCOAST announces
the promulgation of the Naval Engineer Insignia. The military
qualification insignia and equivalent civilian pin have been
approved for members of the Coast Guard Naval Engineering workforce.
2. The Naval Engineer Insignia represents the complementary nature
of the elements of the Naval Engineering Workforce who not only
operate and maintain our cutters at sea but manage the entire
surface fleet from cradle to grave. This insignia recognizes the
members of the Naval Engineering community who have demonstrated
mastery of their chosen craft and the expertise to maintain the
Coast Guard's cutters and boats both afloat and ashore over the
entirety of their life cycle.
3. Members will be permanently entitled to wear the Naval Engineer
Insignia after meeting the following requirements:
a. Commissioned officers must accumulate not less than five years
of service assigned to at least two billets of qualifying experience
and complete all competencies, training, and education requirements
for CG-NEN10 Journeyman as detailed in the NEN10 Officer Specialty
Requirements.
b. Commissioned officers are eligible to apply for a Naval
Engineer Master insignia upon completion of not less than ten years
of service assigned to billets of qualifying experience and complete
all competencies, training, and education requirements for CG-NEN10
Master as detailed in the NEN10 Officer Specialty Requirements.
c. Enlisted members E-4 and above must accumulate not less than
five years of service assigned to at least two billets of qualifying
experience, complete the Engineering Petty Officer or Naval Engineer
Technician PQS and attain three qualifying competencies.
d. Civilian employees must accumulate not less than five years of
service assigned in positions of qualifying experience and attain a
qualifying certification.
4. Further details regarding these requirements and the procedures
to apply for the Naval Engineer Insignia will be published in
subsequent policy. The Naval Engineer Insignia and civilian pin will
be retroactively awarded to any member who meets the requirements in
paragraph 3.
5. Upon award, the Naval Engineer Insignia Certificate, maintained
electronically by COMDT (CG-452), must be signed and issued by
COMDT (CG-45) as the issuing authority. The unit's Servicing
Personnel Office (SPO) must record award of the Insignia in
Direct Access and in the member's OMPF.
6. The insignia design is being conducted by COMDT (CG-452) in
collaboration with the Clothing Design & Technical Office (CDTO)
while incorporating input from the Naval Engineering community.
On completion, COMDT (CG-452) and PSC-PSD-MU will coordinate with
a commercial vendor to finalize the physical insignia production
