SUBJ: AMENDMENT TO ALCOAST 121/25 COAST GUARD ADVANCED EDUCATION
PROGRAM ALLOCATIONS AY2026
A. National Defense Authorization Act of 2023
B. Performance, Training and Education Manual (PTEM),
COMDTINST 1500.10D
1. This ALCOAST announces an amendment to ALCOAST 121/25 which
published the AY26 Training Allowance Billet (TAB) allocations for
military, non-senior service school, and academic programs in
support of Coast Guard advanced education needs.
2. The following list identifies graduate programs, program
manager, and changes to the anticipated number of AY26 TAB
allocations:
Program Program Manager/Staff AY26 TAB Allocations
Medical Corps
USUHS SOM: CDR Swati Singh, CG-1K21 2
Industrial
Hygiene (IH): CAPT Patrick Wallace, CG-1K31 3
3. To allow the addition of the IH TABs, CG-1K2 has agreed to reduce
USUHS SOM TABs to 2 so that overall TAB allocations do not exceed
the congressional cap. All other allocations listed on ALCOAST
121/25 remain the same.
4. Coast Guard IH capability and capacity is in extremis while
safety service delivery demands continue to increase. Recent
examples of critical IH support include the Key Bridge collapse
response, ensuring safe ATON operations in EPA Superfund sites,
evaluations of Coast Guard water systems for PFAS contamination,
prevention officer chemical exposure assessments, and weapons system
blast overpressure surveys.
5. The Occupational Safety and Health Act requires that the Coast
Guard staff SEHO billets with trained safety professionals. This
includes SEHOs who are IHs to identify, evaluate and control hazards
at all Coast Guard units. The primary way to obtain that technical
IH training is by completing academic coursework at an advanced
education program certified by the Accreditation Board for
Engineering and Technology.
6. Members interested in applying to the Industrial Hygiene program
should follow guidance issued in ALCGPSC 045/25 and ALCGPSC 046/25.
7. Direct questions to Ms. Audra Evans, Advanced Education Program
Manager.
8. RDML Jeffrey Randall, Commanding Officer, Force Readiness
Command (FC-C), sends.
9. Internet release is authorized.
