1. This ALCOAST, issued in accordance with REFs (A) through (D), and
applicable collective bargaining agreements, directs cancellation
of all telework agreements and arrangements for bargaining unit
employees and promulgates guidance for bargaining unit employees to
return to their official Coast Guard worksite by 27 MAR 2025 absent
exceptions outlined in REF (C), to perform full-time work at that
location. This directive supersedes the requirements associated with
termination of telework agreements as described in 15.d. of REF (D).
2. Situational telework, as defined in REF (D), may be approved on a
case-by-case basis. Situational telework is not for routine use, and
commands are advised to limit the use of situational telework. Prior
to any bargaining unit employee utilizing situational telework they
must have an approved Telework Agreement (Form CG-5330) dated on or
after 27 MAR 2025 in accordance with REF (D) and applicable
collective bargaining agreements. Each instance of situational
telework under an approved telework agreement must be approved at
the CO/OIC level in the field, O6/GS15 level at staff units, and the
Office Chief (O6/GS15 or above) level at Headquarters. This approval
authority cannot be delegated.
3. Requests for reasonable accommodation will be considered pursuant
to REFs (E) and (F).
4. Alternative Work Schedules (AWS) are still authorized in
accordance with collective bargaining agreements and/or REF (G).
5. In extraordinary circumstances, telework agreements of a limited
duration (not to exceed 4 months) may be granted by the first flag
officer or SES in the chain of command, see REF (H) regarding
routing, approval, and tracking. Limited duration telework
agreements may be appropriate in situations where an employee is
required to be away from their duty station, but still able to
complete a full workday and be on-call as necessary. This type of
agreement could be appropriate where an employee's family hardship
makes it impracticable to immediately comply with the current
timeline to return to in-person work.
6. Directive(s) to local remote and remote outside local commuting
area return to in-person work for bargaining unit employees will be
promulgated by subsequent ALCOAST(s). Supervisory ANCHR to follow
SEPCOR.
7. This message will be cancelled on 12 MAR 2026.
