SUBJ: SOLICITATION FOR COLLATERAL DUTY FAMILY ASSESSMENT SUPPORT
TOOL (FAST) TEAM LEADERS AND TECHNICIANS
1. Operational Logistics Command (LOGCOM) is soliciting for
active-duty and reserve Yeoman (YN) and Personnel Administration
specialty Warrants (PERS) to be part of the unique and dynamic
Family Assessment Support Tool (FAST) Team for the 2025 Hurricane
Season.
2. Capability: The FAST Team members provide an invaluable service
to displaced members and their families. The FAST Team coordinates
assistance on travel orders and claims; housing requests, including
contracted lodging; legal requests; medical requests; work-life
requests; Coast Guard Mutual Aid requests; Government Travel Credit
Card requests; and cash advances.
3. Direction: The Contingency and Deployable Logistics Division
(LOG-4) manages the FAST Team program including the approval of
team members, process guide, training plan and funding.
The Contingency Logistics Branch (LOG-42) coordinates the training,
staffing, mobilization and demobilization of team members during
a contingency.
4. FAST Team Application Guidelines: Selection to the FAST Team is
recognition of a member's expertise, knowledge of the Personnel
Administration and Personnel Support policies and the ability
to work in dynamic situations. Commands are strongly encouraged
to identify potential candidates and advise them of this unique
opportunity. FAST Teams members should be available for at least
one deployment per hurricane season and for 21-days per deployment.
Members who have earned the FAST Team Technician competency do not
need to apply.
    a. Team Leaders: Applicants from YNC-PERS4 will be expected to
direct the FAST Team, provide clear instruction to the FAST Team
Technicians, correct errors, maintain control over operational
stress for self and team, communicate effectively with members
in a crisis and brief leadership at various levels.
    b. Technicians. Open to applicants YN3-YN1. Applications will be
expected to provide superior customer service, demonstrate
sensitivity when discussing issues with families, coordinate support
to members and their families needing assistance, retain knowledge
of evacuation and travel entitlements and document difficult or
emergent situations with families.
5. Application Requirements: Submit a resume and command endorsement
in a single email to SMB-LOGCOM-LOG4-Contingency@uscg.mil
by 21 MAR 2025.
    a. The resume should include member's name, rank/rate, current
and former units, and tour complete date. The resume should
summarize all relevant training, qualifications, certifications,
and Direct Access permissions.
    b. The command endorsement must address the command's support
of training and deployment requirements, and the ability of the
member to work independently, quickly adapt to changing situations,
and excel in unfamiliar situations while working with personnel from
many units.

6. Competency requirements: Completion of training and/or a
deployment as a FAST Team member, and successful completion
of the Performance Qualification Standard (PQS) will earn the
member the FAST Team Technician Competency. Earning the FAST
Team Leader competency requires completion of the FAST Team
Leader PQS and two deployments as a FAST Team Leader-in-training.
