MILITARY PERSONNEL

B. OPM Guidance on Presidential Memorandum on Return to In-Person
Work of 20 January 2025
C. DHS Return to Office Notice of 20 January 2025
D. COMDT COGARD WASHINGTON DC 052153Z FEB 25/ALCOAST 049/25
E. Remote Work Program, COMDTINST 5330.11
F. Telework Program, COMDTINST 5330.4A
1. In accordance with REFs (A) through (D), the Coast Guard
is returning to in-person work for all military personnel (active
duty, reservists on active duty, and retired-recall), including
those who currently have a remote work or telework schedule
authorized under REFs (E) and (F), respectively. This effort
is well underway with teleworkers returning to full-time in-person
work by 12 February 2025.
2. REF (D) cancelled routine telework agreements effective
12 February 2025.
3. Military personnel who currently have an approved remote work
agreement and whose alternate worksite (normally their residence)
is within the local commuting area (50 miles) of their Permanent
Duty Station (PDS) shall begin working at their PDS, subject to
space availability, on a full-time basis no later than
26 February 2025. If space is not available at the military member's
PDS, they shall follow the guidance in Paragraph 7 of this ALCOAST
and work with their supervisors to request workspace at an alternate
Coast Guard unit.
4. Military personnel who currently have an approved remote work
agreement and whose alternate worksite is beyond the local commuting
area of their PDS may be authorized to work at a Coast Guard unit
within the local commuting area of the alternate worksite with
approval from the Commanding Officer or Officer in Charge of the
receiving unit, and the first O6/GS-15 or above in the member's
chain of command. Supervisors of personnel still needing a workspace
must follow the process in paragraph 7 of this ALCOAST for
requesting a workspace. If space is not available at that worksite,
military personnel should continue remote work but shall work with
their supervisors to submit a workspace request using guidance in
paragraph 7. Additional guidance will be released to address these
situations, which might require members to execute a Permanent
Change of Station (PCS) move in order to comply with REFs (B)
and (C).
5. Military personnel who currently have an approved remote work
agreement and who meet one of the limited exception categories
described in sub-paragraphs 5.a. through 5.c. of this ALCOAST may
be authorized to continue working remotely for the timeline
specified in each sub-paragraph, subject to command approval.
    a. Active duty personnel, including reservists on Extended Active
Duty (EAD) and retired members on Retired Recall, who have an
existing approved remote work schedule and are tour complete or
have an approved (authorized by CG PSC-OPM/EPM/RPM) separation or
retirement date in Calendar Year 2025 (CY25) are authorized to
continue working remotely until they depart their current unit
under PCS orders, separate from the Service, or retire. Remote work
is not authorized after this limited-exception period, including
tour extensions, re-tours, fleet-ups, or a new EAD or retired-recall
orders.
    b. Reservists on long-term or short-term Active Duty for
Operational Support (ADOS) orders who have an existing approved
remote work schedule with ADOS orders ending in Fiscal Year 2025
(FY25) are authorized to continue working remotely until their
current ADOS orders end. Remote ADOS orders are not authorized
after 30 September 2025.
    c. Outside of the circumstances outlined above, continuation of
remote work arrangements beyond the timelines in this message will
only be considered in compelling and exceptional circumstances.
These requests must clearly articulate a justification for
extension, aligning with the spirit and intent of hardship
considerations similar to those outlined in the Coast Guard's
Humanitarian Assignment policy. Factors such as verified medical
needs, family hardship situations, or other documented hardships
will be carefully evaluated on a case-by-case basis and approved
at the First Flag or SES level. However, extensions are not
guaranteed, and the overarching aim is to eliminate remote work
as a standard practice.
6. Not later than 28 February 2025, PACAREA, LANTAREA, DCO, and DCMS
must provide the Presidential Directive Implementation Team for
Personnel (PDIT-P) a list of military personnel in their respective
chains (include PCNs and unit name), to include all field units, who
have not returned to in-person work, the reason they have not,
documentation supporting the reason for each excusal or delayed
compliance, and the date of anticipated compliance, if applicable.
