1. This ALCOAST, issued in accordance with REFs (A) through (D),
directs cancellation of all telework agreements and arrangements
for non-bargaining unit employees and promulgates guidance for
these civilian employees to return to their official Coast Guard
worksite by 12 February 2025 to perform full-time work at that
location.
2. Situational telework, as defined in REF (E), may be approved on
a case-by-case basis. Situational telework is not for routine use,
and commands are advised to limit the use of situational telework.
Non-bargaining unit employees who will or may use situational
telework must have an approved Telework Agreement (Form CG-5330)
dated on or after 12 February 2025 prior to doing so in accordance
with REF (E). Each instance of situational telework under an
approved telework agreement must be approved at the CO/OIC level in
the field, O6/GS15 level at staff units, and the Office Chief
(O6/GS15 or above) level at Headquarters. This approval authority
cannot be delegated. Alternative Work Schedules (AWS) are still
authorized.
3. In extraordinary circumstances, telework agreements of a limited
duration (not to exceed 4 months) may be granted by the first flag
officer or SES in the chain of command. Limited duration telework
agreements may be appropriate in situations where an employee is
required to be away from their duty station, but still able to
complete a full workday and be on-call as necessary. This type of
agreement could be appropriate where an employee's family hardship
makes it impracticable to immediately comply with the current
timeline to return to in-person work. All approvals for limited
duration telework shall be sent to the Presidential Directive
Implementation Team for Personnel (PDIT-P) per guidance to
follow SEPCOR.
4. Directive(s) to teleworking bargaining unit employees, remote
civilian personnel, and reasonable accommodation pursuant to
REF (F), will be promulgated by subsequent ALCOAST(s). All personnel
should continue to take measures (childcare, transit, parking, etc.)
to enable their return to in-person work. Pending future direction,
no new remote work agreements may be authorized.
5. This message will be cancelled on 04 FEB 2026.
