1. In accordance with REFs (A) through (D), the Coast Guard is
returning to in-person work for all military personnel (active duty,
reservists on active duty, drilling reservists, and retired recall).
2. Telework Agreements for all military personnel are cancelled
effective 12 February 2025. All military personnel shall report to
their assigned unit full-time no later than 12 February 2025.
3. Situational telework, as defined in REF (E), may be approved on a
case-by-case basis. Situational telework is not for routine use, and
commands are advised to limit the use of situational telework.
Military personnel who will or may use situational telework must
have an approved Telework Agreement (Form CG-5330) dated on or after
12 February 2025 prior to doing so in accordance with REF (E).
Each instance of situational telework under an approved telework
agreement must be approved at the CO/OIC level in the field, O6/GS15
level at staff units, and the Office Chief (O6/GS15 or above) level
at Headquarters. This approval authority cannot be delegated.
4. In extraordinary circumstances, telework agreements of a limited
duration (not to exceed 4 months) may be granted by the first flag
officer or SES in the chain of command. Limited duration telework
agreements may be appropriate in situations where a member is
required to be away from their duty station, but still able to
complete a full workday and be on-call as necessary. This type of
agreement could be appropriate where a member's family hardship
makes it impracticable to immediately comply with the current
timeline to return to in-person work. All approvals for limited
duration telework shall be sent to the Presidential Directive
Implementation Team for Personnel (PDIT-P) per guidance to
follow SEPCOR.
5. Reservists on active duty, including ADT-AT and ADT-OTD, and
reservists performing regularly scheduled inactive duty, Inactive
Duty Training (IDT), Additional Training Period (ATP), and
Additional Flight Training Periods (AFTP) for the performance of
formal training, unit training, or augmentation training, must be
performed in person at the duty location.
    a. IDT, ATP, and Readiness Management Periods (RMP), paid and
unpaid, may be performed as situational telework. This includes,
but is not limited to, Reserve Policy Board meetings, Senior Reserve
Officer/Senior Enlisted Advisor calls, command-directed leadership
calls, and administrative functions. Each instance of situational
telework under an approved telework agreement must be to support
training preparation or administrative functions and must be
approved at the CO/SRO/OIC level. This approval authority cannot
be delegated.
    b. Electronic Based Distributed Learning (EBDL) is performed in
a non-duty status and provides credit for successful completion of
authorized courses in accordance with REFs (F) and (G). Approved
EBDL must be performed in a non-duty status. A situational telework
agreement is not required in this instance.
