1. On January 20, 2025, President Trump signed REF (A), a
Presidential Memorandum requiring heads of all departments
and agencies to terminate remote work arrangements and require
employees to return to work in-person at their respective duty
stations on a full-time basis. Subsequent guidance in REFs (B)
and (C) clarified that return to in-person work guidance applies
to both remote and teleworkers. Our goal as we seek to implement
the Executive Order is 100 percent in-person attendance of all
members and employees, on a full-time basis, to further the critical
mission of the Coast Guard. This ALCOAST, issued in accordance with
REFs (A) through (C), provides advance notice of in-person
return-to-work policies, pending final guidance from DHS.
2. Coast Guard personnel shall expect cancellation of all remote
work and telework agreements and arrangements, and direction for
military members and civilian employees to return to in-person work
at their assigned Coast Guard worksite. Civilian employees with a
disability, qualifying medical condition, or other compelling reason
certified by their chain of command may qualify for an accommodation
from the return to full-time in-person work, on a case-by-case
basis, and pending further guidance from DHS.
3. Military members and civilian employees with a regular telework
agreement will be required to make arrangements to ensure their
ability to report to their assigned worksite no later than
12 February 2025. Policy regarding situational telework pends
Department guidance.
4. Military members and civilian employees who are working remotely
and/or are under a remote work agreement whose remote work location
is within the local commuting area of their parent Coast Guard unit
or authorized detached duty location for the unit will be required
to report to their worksite no later than 12 February 2025.
5. Military members and civilian employees who are working remotely
and/or are under a remote work agreement whose remote work location
is not within the local commuting area of their parent command or
authorized detached duty location for their assigned Coast Guard
unit should consult with their supervisors to discuss arrangements
for in-person work at the Coast Guard unit nearest to their remote
location.
6. Headquarters is standing up a Presidential Directive
Implementation Team for Personnel (PDIT-P), led by RADM Mike Day,
to identify and address the logistics and policy issues needed to
return to in-person work, such as parking, office space, IT
requirements, and others. The group will aggressively work these
issues and communicate guidance to the field as we implement the
President's objectives.
7. Final guidance to military and civilian personnel will be
promulgated by separate ALCOASTs to address matters related to
specific circumstances including civilian bargaining unit employees
and Reserve members. All telework and remote work personnel should
begin developing those measures (childcare, transit, parking, etc.)
needed to meet these expected requirements.
