SUBJ: RELEASE OF OFFICER IN CHARGE REVIEW BOARD INSTRUCTION

1. This ALCOAST announces the promulgation of REF (A). Information
pertaining to the Officer in Charge Review Board in Chapter 1,
Section C, Paragraph 6.a through 6.g of REF (B) is superseded and
will be removed in the next published revision.
2. REF (A) prescribes policy and qualification requirements for the
Coast Guard Officer in Charge (OIC) Review Board and is intended
for all board candidates and personnel involved with the OIC Review
Board.
3. All Coast Guard unit commanders, commanding officers, officers-
in-charge, deputy/assistant commandants, and chiefs of headquarters
staff elements shall comply with the provisions of REF (A).
4. Members should read the entire instruction. Significant changes/
additions include:
    a. Clarified roles and responsibilities of Office of Boat Forces
(CG-731), Office of Cutter Forces (CG-751), and stakeholders.
    b. Clarified requirements to serve as OIC Review Board President
(pre-board & final board).
    c. Added requirements for non-Boatswain's Mates who request to
sit for the OIC Review Board.
    d. Added updated policy, members who do not pass the final board
may proceed to final board during next adjacent review board season.
