1. This ALCOAST removes the flight physical requirement for
assignment to the ARAP. To enter the ARAP program, members only
need to complete an eye exam, which may be completed by a civilian
optometrist, that addresses visual acuity (corrected and uncorrected
in each eye), color vision, depth perception, and retinal exam.
These results must be reviewed by an Aviation Physician Assistant or
Flight Surgeon, then forwarded to the ARAP Assignment Officer prior
to assignment to the ARAP program.
2. Assignment to ARAP will be in accordance with EPM business rules
and priority may be given to applicants with fully adjudicated
flight physicals. Once in ARAP, members will complete their full
flight physical before attending an aviation 'A' school. If found
unqualified for flight duty, members will be removed from ARAP and
reassigned to an open E3 billet based on EPM business rules.
3. This change is intended to reduce the burden on field units who
have members seeking to become an Aviation Maintenance Technician
(AMT) or Avionics Electrical Technician (AET) and do not have ready
access to a Coast Guard flight surgeon. This measure will also
reduce 'A' school wait times for these ratings which is largely due
to the flight physical requirement.
