1. This ALCOAST announces the promulgation of REF (A) and the
cancellation of REF (B). REF (A) contains significant quality
of life enhancements, some of which are summarized below.
2. The Coast Guard has expanded eligibility to Coast Guard leased
housing: Leased Housing Contracting Officers may now contract
leases up to 60 days in advance of member's arrival and retain
existing leases up to 60 days between change of occupancy to
ensure availability in locations with limited private sector
rental housing.
3. Enhancements to unaccompanied personnel housing (UPH) include
the elimination of UPH service fees for accompanied members whose
dependents do not reside within a reasonable commuting distance of
their permanent duty station.
4. General policy updates include prohibition of convicted sex
offenders from residing in Coast Guard controlled housing;
Clarification that use, possession, distribution, or cultivation
of any Schedule I drug, even with a prescription is illegal in all
Coast Guard controlled housing; Members with dependents desiring
to participate in the Family Child Care Service Provider program
may now request assignment to Coast Guard owned housing that exceeds
their bedroom requirements by one bedroom, and in OCONUS locations
where inventory permits E-6s and above may occupy two-bedroom homes
converted to unaccompanied use without a roommate provided no
qualified families are displaced.
