1. Per REF (A), this ALCOAST recognizes those CG units and law
enforcement officers for exceptional performance during Operation
Dry Water (ODW) 2024. ODW is a National Boating Under the Influence
(BUI) Awareness and Enforcement Campaign. This annual weekend-long
operation occurs immediately before or after the 4th of July holiday
(this year's operation was from July 4 - 6 2024), which provides
heightened awareness and enforcement of BUI violations. Per REF (B),
Alcohol continues to be the leading known contributing factor in
fatal boating accidents in 2023, accounting for 79 deaths, or 17
percent of total fatalities. The preliminary results from all
participating federal, state, and local agencies during this year's
ODW were 97,649 recreational vessels and 296,190 boaters contacted,
resulting in 10,008 citations, 33,546 safety warnings and 584 BUI
arrests. ODW is funded through a grant from the Sportfish
Restoration and Boating Trust Fund to the National Association of
State Boating Law Administrators (NASBLA).
2. I heartily commend all 123 Coast Guard units that participated in
ODW 2024, and I want to note the following outstanding performers:
    a. 14 Sectors participated.
Outstanding Sector: Sector Mobile contacted 92 vessels, resulting
in 7 BUI and 14 citations issued.
Honorable mention: Sector Puget Sound contacted 435 vessels,
resulting in 5 BUI cases and 50 citations issued.
    b. 4 Cutters participated.
Outstanding Cutter: CGC TERRAPIN (WPB-87366) contacted 32 vessels,
resulting in 1 BUI case and 14 citations issued.
Honorable mentions: CGC BLACKFIN (WPB-87317) contacted 22 vessels,
resulting in 3 citations issued.
    c. 135 Stations participated and the outstanding performers in
each District are:
       i. D1: 18 stations participated.
Outstanding Station: Station New London contacted 25 vessels,
resulting in 1 BUI and 4 citations issued.
Honorable Mention: Station New York contacted 97 vessels,
resulting in 24 citations issued.
       ii. D5: 18 stations participated.
Outstanding Station: Station Emerald Isle contacted 371 vessels,
resulting in 1 BUI and 6 citations.
Honorable Mention: Station Annapolis contacted 39 vessels,
resulting in 1 BUI and 4 citations issued.
       iii. D7: 16 stations participated.
Outstanding Station: Station Marathon contacted 42 vessels,
resulting in 1 BUI cases and 27 citations issued.
Honorable Mention: Station Fort Meyers Beach contacted 12 vessels,
resulting in 9 citations issued.
       iv. D8: All 11 stations participated.
Outstanding Station: Station Pascagoula contacted 19 vessels,
resulting in 3 BUI's and 4 citations issued.
Honorable Mentions: Station Panama City contacted 21 vessels,
resulting in 2 BUI case and 4 citations issued. Station Destin
contacted 81 vessels, resulting in 1 BUI and 14 citations issued.
       v. D9: 24 stations participated.
Outstanding Station: Station Marblehead contacted 70 vessels,
resulting in 1 BUI and 11 citations issued.
Honorable Mention: Station Saginaw River contacted 50 vessels,
resulting in 10 citations issued.
       vi. D11: 8 stations participated.
Outstanding Station: Station Rio Vista contacted 75 vessels,
resulting in 4 BUI and 5 citations issued.
Honorable Mention: Station Lake Tahoe contacted 34 vessels,
resulting in 6 citations issued.
       vii. D13: 8 stations participated.
Outstanding Stations: Station Seattle contacted 47 vessels,
resulting in 11 citations.
Honorable Mentions: Station Cape Disappointment contacted 5
vessels, resulting in 3 citations.
       viii. D14: 1 Station participated.
Outstanding Station: Station Kauai contacted 8 vessels,
resulting in 1 citation.
       ix. D17: 2 station participated.
Outstanding Station: Station Juneau contacted 84 vessels,
resulting in 10 citations issued.
Honorable Mentions: Station Ketchikan contacted 52 vessels,
resulting in 1 citations.
3. I commend all units and personnel for their dedication and
performance throughout Operation Dry Water. Your continued efforts
to increase public safety and reduce recreational boating accidents
and fatalities is truly appreciated and most heartily commended.
