SUBJ: SOLICITATION FOR CIVILIAN NATIONAL INTELLIGENCE UNIVERSITY
POSTGRADUATE PROGRAM
A. Remote Work Program, COMDTINST 5330.11
1. This ALCOAST solicits civilian applicants for one full time or
monthly executive program (MEP) position in either of the COMDT
(CG-2) sponsored National Intelligence University Post Graduate
Programs.
2. Eligibility:
    a. Applicants must be a GS-11 to GS-14, have demonstrated
superior achievement, a desire for professional growth, and
commitment to the Coast Guard Intelligence Program. Applicants must
have a current TS/SCI clearance and have a Single Scope Background
Investigation (SSBI) on file within the last 5 years. Applicants may
also be required to complete a counterintelligence scope polygraph.
    b. Individuals selected for NIU will be required to sign a
Continuing Service Agreement (CSA) for 36 months in the federal
government upon graduation as a GS employee. Civilian Joint Duty
Assignees to Coast Guard Intelligence and contractors are not
eligible to apply.
3. Program Descriptions:
    a. The two program offerings available at the National
Intelligence University (NIU) are: Master of Science of Strategic
Intelligence (MSSI) and Master of Science and Technology in
Intelligence (MSTI).
    b. The one-year MSSI degree program educates students on the
components of the Intelligence Community (IC), the environment in
which it functions, and the nature of the threats facing the United
States. This course of study also evaluates the National Security
Strategy, and the IC's support to the Strategy. Students in the MSSI
program must conduct original research, display critical and
creative thinking, and present their ideas through effective oral
and written exercises, including a graduate thesis. They must
demonstrate independent learning and skill in research and
reasoning, information retrieval, source evaluation, and must
formulate conclusions despite information ambiguities.
    c. The one-year MSTI degree program focuses on the impact of
technological change on national security and intelligence. It
provides students with an understanding of the rapidly-changing
foundations and dynamics of the global information environment. The
MSTI degree curriculum integrates science and technology
intelligence competencies, knowledge, skills, and abilities with the
academic mission of the University. Students in the degree program
take core courses designed to introduce them to the strategic nature
of the intelligence environment. Students in the MSTI program must
write and present their ideas effectively; learn independently;
use appropriate and advanced analytic tools; retrieve information
and evaluate sources; and develop critical and independent thinking,
while adapting to complexities and ambiguities.
    d. Students also have the opportunity to pursue a MSSI or MSTI
degree via the monthly executive program (MEP). The MEP is a two
year, part time program and students attend Saturday and Sunday
classes from 0730 to 1600 one weekend per month, with a two week
in-residence period each summer.
    e. All programs are scheduled to begin August 2025.
4. Applicants should carefully review NIU admission and eligibility

NIU applicants will be required to submit a preliminary research
prospectus illustrating an area of research interest the applicant
wishes to pursue at NIU. They will also be required to submit their
professional resume, transcripts, and two letters of recommendation.
Applications are due to NIU on 31 January 2025.
5. Interested personnel must submit the following documents, via
email, to the points of contact listed below no later than
15 November 2024.
    a. Statement of Purpose (500-word unclassified, typed, and double
spaced essay) outlining your motivation for pursuing graduate study
in intelligence, your professional goals and objectives in the Coast
Guard Intelligence Community, and what you achieved in your
education or career that enhances your ability to successfully
undertake this program.
    b. Two unclassified professional letters of recommendation. One
of them must be from the Commanding Officer or first O6 in the chain
of command and include an endorsement for your participation in the
program. Endorsements shall address backfill concerns.
    c. Copies of the applicant's last three performance appraisals
(with personally identifiable information removed).
    d. Copies of applicable personal awards, professional
certifications, independent course graduation certificates, or
other official documents that communicate the applicant's
suitability for selection.
    e. Applicants need to indicate the degree program for which they
are applying (full time MSTI, full time MSSI, MEP MSSI or MEP MSTI).
6. Selection Process: COMDT (CG-2) will convene a selection panel of
senior intelligence leaders to select the Coast Guard nominee and
up to three alternates. The employee selected is required to apply
and be selected for admission to NIU.
7. Applicants must be located within the Washington, DC region or be
willing to personally incur all travel and associated costs to be
eligible to apply. Selectees located outside of the Washington, DC
region must be approved for remote work IAW REF (A). Applicants will
not be authorized per diem.
8. Commands should not expect a backfill while the member is at
school, but COMDT (CG-2) will work with commands on mitigation
options if they are available.
