ESSAY CONTEST
A. Coast Guard External Affairs Manual, COMDTINST M5700.13
1. This ALCOAST announces the U.S. Naval Institute's General Prize
Essay contest.
2. Overview. Located at the U.S. Naval Academy in Annapolis, MD, the
U.S. Naval Institute (USNI), a private, non-profit, non-partisan
organization, has provided an open forum for rigorous debate,
informed discussion, thoughtful leadership, and professional
development for members of the Naval Services since 1873. The vision
and mission of the USNI is to give a voice to those who seek the
finest Navy, Marine Corps, and Coast Guard by providing an
independent forum for those who dare to read, think, speak, and
write to advance the professional, literary, and scientific
understanding of sea power and other issues critical to global
security. USNI is known for its flagship magazine, Proceedings,
and a variety of historical and professional books.
3. The Challenge. Great power competition will require the Sea
Services to rethink how to address national, strategic, and
operational challenges and the way they have to fight. Essays may
address any topic. Some possible issues to consider include:
a. How can the Sea Services quickly and more affordably develop,
procure, and field needed capabilities?
b. What new or nascent technology do the Sea Services need, and
how would it affect tactics or strategy?
c. How can the United States and its allies deter China from
coercive action in East Asia or the western Pacific?
d. What should the U.S. nuclear posture and strategy be to deter
competitors along the continuum of conflict?
e. What reforms in education and training will or should advance
the services?
4. The following rules apply to the essay contest:
a. Eligibility: Open to all contributors - active-duty,
reservists, auxiliarists, veterans and civilians.
b. Length: 3,000 words maximum, excluding footnotes, endnotes and
sources. Include word count on title page of the essay.
c. Prizes: First prize - $6,000. Second prize - $3,000.
Third prize - $2,000.
d. Submission Deadline: The deadline for entries is 31 October
2024. Note: essays are submitted directly to USNI and the U.S. Coast
Guard plays no role in selecting the winning essays. Applicants must
