SUBJ: SOLICITATION FOR THE CHDS EXECUTIVE LEADERS PROGRAM
1. The Office of Leadership, COMDT (DCMS-DPR-5), is soliciting
applications for the Center for Homeland Defense and Security
(CHDS) Executive Leaders Program.
    a. This opportunity is part of the wider DHS Academic Programs
Fall Open Season for civilians and military members.
    b. The DHS Academic Programs cultivate creative homeland
security strategic analysis and decision-making skills through
high-quality, fully-accredited academic programs. Additionally, many
of the programs offer DHS employees the opportunity to earn a
fully-funded degree; or to attend a professional development program
that offers graduate credits toward a degree.
    c. Please pay close attention to the application procedures in
paragraph 3, as the process is different for civilian and
military personnel.
2. The Program.
    a. The Executive Leaders Program (ELP) provides a unique,
educational opportunity for senior-level homeland security and
public safety leaders at the forefront of the nation's homeland
security mission. The curriculum includes strategy and policy
discussions, collaboration, and networking with leaders from
agencies at the local, state, and federal levels as well as the
private sector. Participants gain an understanding and appreciation
of multiple agencies' missions and how to think more inclusively and
globally about homeland security. The program consists of four
one-week, in-residence sessions conducted at the Naval Postgraduate
School in Monterey, CA. This program is fully funded by a
FEMA grant.
    b. Eligibility:
        (1) Civilian: GS-14, GS-15 and SES or equivalent Federal
employees who have been with DHS for at least one year are eligible.
        (2) Officer: Active duty officers O5 and above with a command
endorsement are eligible to apply.
        (3) Enlisted: Active duty enlisted E7-E9 with a command
endorsement are eligible to apply.
        (4) Any individual who has completed a degree under a DHS
Academic Program within the last three years is not eligible
to apply.
    c. Program Duration: Twelve months

    e. Once accepted, students will work directly with CHDS on any
conflicts or issues that may arise during their cohort.
3. Application Procedures:
    a. Civilian: A DHS nomination and CHDS application are
both required. Applicants are encouraged to complete both
applications at the same time.

        (2) CHDS applications are located on the CHDS Emergence

    b. Military: A single application to CHDS is required.

        (2) Instructions on how to submit your Command endorsement
are addressed in the application.
        (3) Once you submit your application, please send an email to
the CG POC (listed in paragraph 4 below) for tracking purposes.
Include only your name, program name, and dates for which
you applied.
