1. This message serves as the final eligibility list for the 2024 Reserve
Master Chief Advancement Panel (RMCAP) which was announced in Ref A.
All Senior Chief Petty Officers (SCPOs) identified below are candidates for
the 2024 RMCAP and should review this message and Refs A thru E in their
entirety. Commanding Officers (COs), Officers-In-Charge (OICs), and
Senior Reserve Officers (SROs) must ensure all members, within their
command, are aware of their candidacy.
2. The 2024 RMCAP will convene on 14 October 2024. The Panel Eligibility
Date (PED) of 1 July 2024 announced in Ref A remains in effect.

4. SCPOs desiring to submit communications to the Board must follow the
guidelines provided in paragraph 9.f of Ref C. Communications shall be sent
via email as a command-endorsed, electronically signed memo to HQS-SMB-CGPSC
-RPM-BoardsPanels@uscg.mil to arrive no later than the day before the panel
convenes. Early communication submissions are required to allow adequate
time for correction should a submission contain unauthorized content.
5. All SCPOs being considered shall review their Coast Guard Military
Human Resource Record (CGMHRR) in accordance with Ref E. To find out more

6. All SCPOs shall review Ref D which establishes the Commandant’s vision
