1. This ALCOAST announces designated operational missions as
qualifying duty for FY24 SLA, for members deployed or mobilized for
60 or more continuous days. Service members who are on active duty
for a continuous period of at least 120 days in a hostile
fire/imminent danger area or assigned to a designated deployable
ship, mobile unit, or other similar prescribed duty for more than
60 consecutive days as determined by the Secretary concerned
(delegated to COMDT (CG-1M)), or performing duties for 60 or more
consecutive days designated in writing as qualifying duty, with
approval may accumulate up to 90 days of leave at the conclusion
of the fiscal year as outlined in REFs (A) and (B).
2. Per REFs (C) and (D), Congressionally mandated changes required
SLA policy updates, reducing the maximum carryover from 120 days to
90 days, removing contingency operations and replacing this with
catastrophe, and reducing timeframe to use approved SLA from three
years to two years.
3. FY2024 designated operational missions are:
a. Operation Vigilant Sentry
b. CENTCOM Operations
c. Francis Scott Key Bridge Response Operations
d. Lahaina Wildfire Response Operations
4. CG-1M will continue to monitor operations that meet NDAA criteria
and amend designated missions via ALCOAST as necessary.
5. Members must be away from homeport/Permanent Duty Station for 60
or more consecutive days for one of the above designated operational
missions to qualify.
6. Commands and members that meet the criteria for SLA carryover can
find procedures for SLA requests in REF (E) Chapter 6 Section Q.
7. This message is effective for all FY24 SLA requests.
Submission deadline for FY24 SLA carryover requests is
01 DEC 2024.
