SUBJ: 2023 MARITIME SECURITY AND RESPONSE OPERATIONS (MSRO)
EXCELLENCE AWARDS WINNERS
1. I am honored to announce Sector San Francisco and MSST San
Francisco as the CAPT Godfrey L. Cardin MSRO Unit Excellence Award
(Large and Small Unit) winners.
    a. Sector San Francisco demonstrated exceptional professionalism
and remarkable MSRO performance while conducting Counter Unmanned
Aircraft System (C-UAS) operations in an evolving threat environment
and consistently demonstrated efficient use of the Risk-Based
Maritime Security Response Planning tool. Their stellar efforts
garnered an efficiency metric of 84%, through the successful
completion of 1,198 waterside and shoreside patrols. During a
Special Events Assessment Rating event for New Year's Eve 2023,
Sector San Francisco kept the spectators safe by detecting or
mitigating 45 UAS threating the air space.
    b. MSST San Francisco was a critical element to Sector San
Francisco's PWCS Mission success. While conducting over 3,000
underway hours MSST San Francisco protected the San Francisco AOR by
executing 160 MSRO activities, including the enforcement of 30 Fixed
Security Zones, 71 security patrols, and 56 ferry ride-along
operations by Canine Explosive Detection Teams. MSST San Francisco
also deployed crews in support of more than 18 missions, including
to Gladstone, Australia for participation in Operation Talisman, a
large-scale military exercise involving 35,000 personnel from 13
nations.
2. I am appreciative of each unit that submitted solicitations for
the CAPT. Godfrey L. Cardin MSRO Excellence Awards, and commend each
nominee for their remarkable commitment to safeguarding our fellow
citizens and the Marine Transportation System. I am pleased to
recognize the below nominees for their successful contributions to
MSRO:
