2. In accordance with refs (a) and (b), if a member is selected as both a
finalist for the Olmsted Scholar Program and a primary or alternate
candidate for one or more PG programs, the member will remain in consideration
for all programs. If the member is selected by the Olmsted Foundation as the
next Coast Guard Olmsted Scholar, the member must accept selection as an
Olmsted Scholar and decline all other PG programs. Once in receipt of the
Olmsted Finalist memo within two weeks of this message, candidates will have
five business days to accept or decline. If accepting one of the five finalist
positions, that candidate may not later remove their name from the list.
3. The Olmsted Foundation will receive applications and conduct interviews
between July and October. They will announce their final selection in October;
they will select one member. If a finalist is chosen as the Olmsted Scholar,
they shall abandon their other earned Advanced Education opportunity,
if applicable. If not selected as the Olmsted Scholar, the candidates will
either proceed with normal onboarding if in receipt of another
PG/Adv Ed opportunity, proceed with normal e-resume guidelines if tour complete,
or remain in place if not tour complete.
4. The country of study will be announced for the Olmsted Scholar in March 2025.
5. Scholars will incur three months of obligated service for every one
month (3:1) of education/training. Depending on the method of language
training chosen, the obligation that incurs may be served concurrently
with the final two years of education. Obligated service will therefore
be between 7 and 9 years following program completion depending on whether
the Scholar desires to have the USCG or the Foundation provide for language training,
CONUS and OCONUS respectively. Questions regarding obligated service should be
directed to the Separations Section of PSC-OPM-1
at 202-795-6432 or HQS-SMB-PSC-OPM-1-Separations@uscg.mil.
