SUBJ: 2023 COAST GUARD RESERVE NATIONAL AWARDS SELECTION
1. This ALCOAST announces the recipients of the 2023 Coast Guard
Reserve National Awards.
2. Admiral Russell R. Waesche Award: Recognizes a District,
Logistics Command-1 (LOG-1), or Pacific Area-13
(PACAREA-13) for Port Security Units (PSU) and Maritime
Expeditionary Security Force (MESF) which has demonstrated
to be the most supportive of a totally integrated Coast Guard.
There are two categories of award, Category 1 units have fewer
than 600 Selected Reservists (SELRES) assigned and Category 2
units have 600 or more SELRES assigned.
    a. Category 1 Award Recipient: Fifth Coast Guard District.
    b. Category 2 Award Recipient: Seventh Coast Guard District.
3. Rear Admiral Bennett "Bud" Sparks Award: Recognizes a unit
other than a District, LOG-1, or PACAREA-13 judged to be most
supportive of an operationally ready Coast Guard Reserve force.
There are two categories of award, Category 1 units have fewer
than 100 SELRES assigned and Category 2 units have 100 or more
SELRES assigned.
    a. Category 1 Award Recipient: Sector Honolulu.
    b. Category 2 Award Recipient: PSU 309.
4. The Reserve Outstanding Junior Officer Award: Presented by
the Reserve Organization of America (ROA) to the Coast Guard
Reserve junior officer judged to exemplify those characteristics
expected of an outstanding junior officer during the past year.
    a. LT Anthony Emanuele of CGRU NORTHCOM.
    b. Honorable mentions:
      (1) LT Kayla Aird of Sector San Diego.
      (2) LTJG Joseph Kroell of PSU 301.
      (3) LT Barrett Moorhouse of PSU 307.
      (4) LT Todd Pagel of PSU 301.
      (5) LT David Viray of Sector Los Angeles-Long Beach.
5. Reserve Outstanding Chief Warrant Officer of the Year: Presented
by the ROA to the Coast Guard Reserve Chief Warrant Officer (W-3 or
below) selected as the Coast Guard Reserve's nominee for the CW4
Michael J. Novosel Award administered by the ROA.
    a. CWO Ramon Bernal of PSU 312.
    b. Honorable mentions:
      (1) CWO Ayla Benavides of Sector San Francisco.
      (2) CWO Thomas Burbank, Jr. of Sector North Carolina.
      (3) CWO Anthony Knight of Sector Los Angeles-Long Beach.
      (4) CWO Adam Nichols of Station New York.

steep and the selection panel had a challenging task of choosing
