1. Pursuant to reference (a), the Secretary has approved the reports of the temporary promotion selection boards reports  that recommendeding the following officers of the Coast Guard for temporary promotion to the next higher grade:

2. The selections were made on a fully qualified basis. To that end, the officers selected to serve in designated critically skilled billets possessed the required performance, professionalism, leadership, education, and key skills necessary to perform the roles expected of the billet and of an officer in the respective billet’s grade.. The officers are in receipt of orders to a designated critically skilled billet and those officers have a skill in which the Coast Guard has a critical shortage of personnel.

3. The officers listed above are eligible to assume the designated grade upon (1) the associated nominations receiving advice and consent of the Ssenate and (2) reporting into the designated critical billet to which they have been assigned.

4. Officers that have hold temporary service promotions do not change position on the active duty promotion list, nor does the appointment affect the permanent or probationary status of the officer.  Officers so so selected continue to be considered by promotion selection boards according to their permanent grade and position on the active duty promotion list.

5. The proceedings of the selection boards, including deliberations and criteria for selection, cannot be disclosed to any person who was not a board member.
