2025 TIMELINE
1. This message clarifies how the A2P beta test works and discusses how A2P will
be used in AY25. Members and commands are strongly encouraged to review the
process guide on how assignments will be made for specific billet types at the
Sharepoint website: link below on EPM-2's Assignment Topics (sharepoint-mil.us)
2. EPM expanded the A2P beta test for paygrades E6-E9 to all ratings in AY24.
The 2024 Force Alignment Initiative delayed the start to AY24 but despite this
delay, EPM completed the assignment year on time largely due to the benefits of
A2P.
3. Per ref (H), the AY25 timelines will be delayed due to the rescheduled
Service Wide Exam. To improve the effectiveness of A2P and to meet AY25
timelines, EPM will modify the use of A2P for AY25 as follows:
A. Implement A2P in lieu of all revisions to the Service Wide Exam (SWE) if
needed. Note: Because of the delayed SWE and therefore a delay to the release
of the SWE advancement list, the initial cut, released in mid-November,
will include the normal first revision as well. For E8s who successfully
competed for advancement via the Master Chief Advancement Panel, EPM
may use a first revision to fill vacancies prior to the release of the AY25
official shopping list. Slating will happen via the following steps:
(1) After the initial cut to the SWE is released, EPM-2 will release the
official shopping list and AOs will slate and issue orders to members who
are tour complete and/or above the cut for advancement via the adjusted
assignment timelines.
(2) Once this process is complete, EPM-2 may activate A2P for all remaining
unfilled billets, if needed.
(3) Members below the initial cut will be eligible to apply for remaining
vacant positions and earn advancement if assigned. All members earning a
position will be notified by their AO.
Members are authorized to frock upon execution of orders and authorized
advancement via the applicable Enlisted Personnel Advancement Announcement
message of that calendar year.
B. Expand the use of A2P to all E5-E9 billets, within the AY timeline
(November- May). Advancements will not be given to those members who are
in ratings which incorporate the banded billet assignment concept or to
members who are currently serving in a billet-to-paygrade mismatch
at the next higher paygrade. A2P uses three phases:
(1) Phase 1: Open to members who are below the cut line on the current active
Advancement Eligibility List. Assignments will be offered and made in accordance
with their stratified position on the list.
(2) Phase 2: If the current eligibility list is exhausted, consider members on
the following year's Advancement Eligibility List, if it exists.
(3) Phase 3: If the following year's Advancement Eligibility List is not
published or both eligibility lists are exhausted, consider members who are
marked "Recommended" and "Ready" on their most recent Enlisted Employee Review
and meet all Time in Grade and Time in Service requirements for the following
year's SWE. Assignments will be made in accordance with reference (a).
For rates which use a Supplemental Advancement List, members must appear on a
published Supplemental List to be eligible to compete for an assignment.
C. All other aspects of A2P contained in Refs (C-G) will remain in effect.
